56 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JUNE 23. 1975 Present: Mayor Emmie Craddock Councilmen Frank T. Arredondo Ted Breihan Bill Dibrell Luciano H. Flores John Hansen Kenneth E. Sutton I City Manager City Secretary City Attorney Director, Finance Director, Public Works James B. Baugh Doriss Hambrick Tom Akins Earl T. Williams William T. Friedrich Also present: David Glover; Mr. & Mrs. Melvin Durham; Walter Davis; David Ybarra; James Broussard; L.O. Backus; Frances Marshall; Geneva Gomez; Mr. & Mrs. George Flores; Mrs. Frank Arredondo; Jim Witt; Jerri Martin; Melissa Mi11ecam; Terry Roberts; and others. The Mayor called the meeting to order at 7:30 p.m. The Minutes of the Regular Meeting held June 9, 1975, were approved on motion of Mr. Sutton and second of Mr. Hansen. The Minutes of the Special Meeting held June 16, 1975, were approved on motion of Mr. Hansen and second of Mr. Breihan. I Mayor Craddock issued a proclamation of Gratitude to Commissioners of the Hays County Commissioner's Court in appreciation of assistance given the City in removing debris created by a wind storm and mowing park property. The Mayor also issued a Proclamation designating the "Christian Witness Nights" program. The Mayor opened the floor for nominations to fill the single vacancy on the Board of Equalization created by the resignation of Dr. John Fitch. No nominations were received. Mayor Craddock opened a Public Hearing to consider a request for a change in zoning of Lots 5, 6, 7, 8, 9 and part of 10, Block 1 of the D.P. Hopkins Second Addition from "c" to "C-2". Mr. Walter Davis was present to represent the applicant, Mrs. Mildred Reeves. Mr. Davis stated that the change was desired to allow the applicant to acquire a on-premises wine & beer retailer's permit for the establishment at that location, not because they wished to serve same for on-premises consumption, but to protect the management in the event wine or beer sold for off-premises consumption was opened on the property. No objections were presented to the Council. The Mayor closed the hearing and read the caption of an Ordinance as follows: AN ORDINANCE AMENDING SECTION 3. OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 5, 6, 7, 8, 9, AND' ~ART OF 10, BLOCK 1 OF THE D.P. HOPKINS SECOND ADDITION, LOCATED AT 307 SOUTH L.B.J. DRIVE, FROM "c" (COMMERCIAL) TO "C-2" (COMMERCIAL). I Mr. Arredondo moved approval of the Ordinance on first reading. Mayor Craddock seconded the motion. On roll call, the following vote was recorded: AYE: Arredondo, Craddock, Flores, Hansen, Sutton NAY: Breihan, Dibrell. The Mayor declared the Ordinance approved on first reading.
