<br />57 <br /> <br />regular meeting, june 23, 1975 <br /> <br />page two <br /> <br />The Mayor opened a Public Hearing to consider a request for a change in <br />zoning of lots 95 and 96, Block 11 of the Westover Addition from "R-l" <br />to "R-2". Mr. Melvin Durham, applicant, came before the Council to request <br />the change so that he might place a mobile home on the lots along with, but <br />not connected co,hia home. It was noted that the Planning and Zoning Commission <br />had recommended denial ;f the request. The Mayor closed the hearing and read <br />the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND <br />RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, <br />DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOTS 95 AND 96,. <br />BLOCK 11 OF THE WEsTOVER ADDITION, LOCATED ON THE SOUTHWEST CORNER OF <br />THE DELMAR-BAYLOR STREET INTERSECTION, FROM "R-l" (SINGLE FAMILY <br />RESIDENTIAL) TO "R-'-2" (DUPLEX). <br /> <br />I <br /> <br />Mr. Arredondo moved the Ordinance be approved on first reading. Mr. Flores <br />seconded the motion. Council discussed the location of the home and proposed <br />location of the mobile home on the lots. On roll call, the vote on the motion <br />to approve the Ordinance was recorded as follows: <br /> <br />AYE:, Arredondo <br />NAY: Breihan, Dibrell, Craddock, Flores, Hansen, Sutton. <br /> <br />The Mayor declared the Ordinance not approved. <br /> <br />The Mayor introduced a request from Mr. Durham for a temporary permit to locate <br />a mobile home on Lots 95 and 96 of Block 11, Westover Addition. Mr. Dibrell <br />moved approval of the request. Mr. Arredondo seconded the motion, which passed <br />unanimously. <br /> <br />The Mayor introduced a Resolution having the following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROPRIATING $60,000 FROM REVENUE SHARING ENTITLEMENT PERIOD <br />NUMBER SIX TO SUPPLEMENT EXISTING FUNDS FOR THE CONSTRUCTION OF A <br />SEWER LINE TO THE HAYS COUNTY CIVIC CENTER AND CREATING A POLICY <br />FOR FUTURE EXTENSION OF SAID LINE. <br /> <br />I <br /> <br />Mayor Craddock suggested several amendments to the Resolution. She stated that <br />she did not wish to preclude the option of future Councils to charge on a pro- <br />rata basis the cost of the sewer line extension under present consideration for <br />future development along the line. The City Attorney said that the Resolution <br />did not preclude this option. By common consent, the Council amended the Resolu- <br />tion to read as follows (underlined portion represents ,~ition of word or phrase): <br /> <br />Part 2. That the cost of future extensions of this line will be assumed <br />by individuals requesting said extension. <br /> <br />Part 3. That, should Phase II of the Civic Center construction not come to <br />fruition and the land proposed for this expansion be retained by donors, it <br />is the intention of this Council that a pro-rata cost of this line be paid by <br />adjoining property owners before connection to this line. <br /> <br />Mr. Flores moved approval of the Resolution, as amended. Mr. Hansen seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor introduced a Resolution having the following caption: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE SUBMISSION OF AN APPLICATION OF THE HOUSING AUTHORITY <br />OF THE CITY OF SAN MARCOS TO THE DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT FOR SECTION 8, HOUSING ASSISTANCE, TO SAID AUTHORITY" <br /> <br />I <br /> <br />Mr. David Ybarra, Executive Director of the Housing Authority, came before the <br />Council to explain the application. Mr. Ybarra explained that Department of <br />Housing and Urban Development guidelines authorized him to submit the applica- <br />tion without approval of the Housing Authority Board. Mr. Dibrell moved to <br />postpone action on the Resolution until the Housing Authority Board gave its <br />approval of the application. Mr. Hansen seconded the motion, which passed <br />unanimously. <br />
