<br />The Mayor introduced a Follow-Up Order authorizing the disbursement of one
<br />Certificate of Obligation in the amount of $5,000 and cash in the amount of
<br />$41,958.40 for claims incurred in the 'construction of the new city hall; and
<br />declaring an emergency, Mr, Sutton moved approval of the Follow-Up Order as
<br />an emergency. Mr. Hansen seconded the motion, Mr. Henry C, Kyle came before
<br />the Council to ask if the expenditure had been budgeted. The City Attorney
<br />replied that the city hall fund was kept separate and apart from the general
<br />fund budget and would not be found in the printed' budget distributed by the
<br />City. On roll call, the motion to approve the Follow-Up Order passed unanimously,
<br />
<br />The Mayor opened a Public Hearing to consider an Ordinance establishing fees
<br />for installation and inspection of air conditioning work. Mr, Marvin Wilke
<br />came before the Council to object to the requirement of an Electrical License
<br />in order to do electrical work related only to air conditioning installation
<br />and maintenance, No objections were presented to the fee structure. The
<br />Mayor closed the hearing and read the caption of an Ordinance as follows:

<br />The Mayor opened a Public Hearing to consider an Ordinance establishing fees
<br />for installation and inspection of electrical work, There were no objections
<br />presented to the Ordinance, The Mayor closed the hearing and read the caption
<br />of an Ordinance as follows:

<br />OF DIVISION 2, "PARKING METERS", ARTICLE VII, "StOPPING, STANDING, AND
<br />PARKING", CHAPTER 29, "TRAFFIC", BY EXTENDING AUTHORIZED' PARKING METERS
<br />ALONG SAN ANTONIO STREET TO INCLUDE THAT PORTION OF SAN ANTONIO STREET
<br />FROM FREDERICKSBURG STREET TO FELTNER'S ALLEY, AND BY ADDING TO SECTION
<br />29-l61(b) A SUB-PART (9) AUTHORIZING PARKING METERS ON THE WEST SIDE
<br />OF NORTH EDWARD GARY STREET FROM HOPKINS STREET TO HUTCHISON STREET.

<br />Mr, Arredondo moved approval of the Ordinance on first reading. Mr. Breihan
<br />seconded the motion, which passed unanimously.

<br />The Mayor opened a Public Hearing to consider an Ordinance naming a portion of
<br />Loop 82 "University Drive", Dr. Eugene Payne, representing Southwest Texas
<br />State University, came before the Council to request the name change, There
<br />were no objections presented to the change. The Mayor closed the hearing and
<br />read the caption of an Ordinance as follows:

<br />AN ORDINANCE OF 'TInl CITY COUNCIL OF THE CITY OF SAN MAltCOS, TEXAS,
<br />CHANGING THE NAME OF THE STREET KNOWN AS "JEFF DAVIS BOUL:EvARD" ,
<br />"COLORADO STREET", AND "LOOP 82" (OLD U.S. HIGHWAY 3l) TO "UNIVERSITY
<br />DRIVE" AND ORDERING THE CITY SECRETARY AND CI'rY ENGINEER TO ENTER
<br />SAID CHANGE IN AND UPON OFFICIAL RECORDS AND MAPS.
<br />
<br />Mr, Sutton moved the Ordinance be approved on first reading, Mr. Dibrell
<br />seconded the motion, which passed unanimously. Mr, Breihan asked Dr. Payne
<br />if the University felt it necessary to replace the fence surrounding Sewell
<br />Park. Dr, Payne reported that the University':tobk the position that the
<br />fence was desirable and nec.essary in order to control activity for events
<br />scheduled by the University and the community. The Council discussed the
<br />appearance of the fence and the possibility of replacing it with another of
<br />different design to allow a less obstructive view of the River. No action was
<br />taken on the matter.
