<br />I <br /> <br />I <br /> <br />7/28/75: <br />Council <br />desires that <br />the street <br />be built, <br />but exact <br />nature of <br />street is <br />to be <br />determined. <br /> <br />I <br /> <br />66 <br /> <br />regular meeting, july l4, 1975 <br /> <br />page three <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE AMENDTNG SECTION 3 OF THAT OlID1NANCE WHTCH REGULATES AND <br />RES'l'RICTS THE LOCATION AND USE OF BUILDTNGS, S'l'RUCTIJRES AND LAND, <br />DATED MAY 23, 1966 (VOL, 32) BY CRANGtNG'rHE ZONING OF LOTS 5, 6, 7, 8, <br />9, AND PART OF lO, BLOCK I OF THE D.P, HOPKINS SECOND ADDT'rION, LOCATED <br />AT 307 SOUTH L.B.J. DRiVE, FROM"C" (COMMERCIAL) TO "C-2" (COMMERCIAL). <br /> <br />Mr. Arredondo moved approval of the Ordinance on second reading, Mr. Hansen <br />seconded the motion. On roll call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Arredondo, Craddock, Flores, Hansen, Sutton <br />Breihan, Dibrell, <br /> <br />The Mayor declared the Ordinance approved on second reading. <br /> <br />Mayor Craddock read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN <br />ORDINANCE WHICH ESTABLISHES THE CLASSIFICATION OF ALL POLICEMEN AND <br />FIREMEN, THE NUMBER OF POSITIONs OF EACH CLASSIFICATION, AND THE <br />SALARY TN STEPS FOR EACH CLASSIFICATION, BY AMENDING THAT SECTION <br />NUMBERED 2'-3l ENTITLED "JOB CLASSIFICATION AND SALARY" SO AS TO CREATE <br />THE POSITION OF FIRE TRAINING OFFICER OF THE FIRE SERIES, AtrrHORIZING <br />ONE SUCH POSITION, ESTABLISHING A SALARY SCHEDULE FOR SUCH POSITION <br />AND REDUCING THE NUMBER OF AUTHORIZED FIRE CAPTA1NS FROM 4 TO 3 IN NUMBER. <br /> <br />Mr, Hansen moved approval of the Ordinance on third and final reading, <br />Mr. Sutton seconded the motion, which passed unanimously. Mr. Arredondo said <br />that he had. understood that not enough firemen were Willing to take the test <br />to qualify for Fire Training Officer, The City Manager reported that four men <br />in the department were willing to take the test, but that the position could only <br />be filled if three persons passed the test. <br /> <br />The Mayor next introduced items for discussion which had been presented by <br />Councilman Breihan. <br /> <br />A. Policy for the contracting of seasonal and miscellaneous work, <br />Mr. Breihan stated that he felt the City could save money b!, contracting <br />the maintenance of city owned property (mostly limited to mowing and <br />otherwise keeping city lots free from brush and trash) as opposed to <br />hiring year-round personnel for maintenance. The City Manager was <br />instructed to investigate the possibility of such a contractual basis <br />for maintenance. <br /> <br />B. Completion date for Peter Garza Street at Owen Goodnight School. <br />The City Manager reported that he had contacted Isom Hale, owner of <br />property needed for project, and that Mr. Hale was agreeable to the <br />construction of a:..tempotary street without curb and gutter. The Council <br />agreed by common consent that construction of a temporary street would <br />not be in the best interest of the City and instructed the City Manager <br />the to inform Mr. Hale. Mr. Baugh said the actual construction would take <br />yet about thirty-six working days to complete. <br /> <br />C. Disposal of presnt City Hall, including schedule for receiving <br />for sale. The City Manager reported that the staff was currently <br />researching the legal process involved in the disposition and that <br />would be initiated as soon as that process was determined. <br /> <br />bids <br /> <br />action <br /> <br />D. Policy for schedule of trash and brush pick-ups, Councilman Arredondo <br />reported that the National Guard had agreed to assist the city on the <br />week end of August 16-17. The City Manager stated that the Public Works <br />Department would attempt to. notify citizens of the Sanitation Department <br />schedule for brush pick-ups. Councilmen requested the staff contact other <br />governmental agencies for possible assistance. <br /> <br />E. Enforcement of clean lot ordinance. By common consent, the Council <br />requested the staff refrain from enforcement of the clean lot. ordinance <br />until the city-owned property could be properly maintained. Councilmen <br />also discussed the problem of traffic hazards at street intersections caused <br />by overhanging trees and uncontrolled growth of shrubs. <br />
