Davidson; Shirley <br />Wickersham; Art Ables; Bob Barton, Jr.; Beth~Morrissett; <br />Stanley Sissom; Richard Santellana; Jim Broussard; Clifford <br />Roeder; Jim Byrn; Roy Porter; Melissa Millecam; Terry Roberts; <br />Jerri Martin; Jim Cunningham; and others. <br /> <br />The Mayor Pro Tempore called the meeting to order at 7:30 p.m. <br /> <br />Mr. Flores introduced for consideration the Minutes of the Regular Meeting <br />held July 28, 1975. Mr. Breihan requested they be amended to explain the <br />necessity for the increase in administrative costs in the Chamber of Commerce <br />contract for tourist development through expenditure of hotel room tax revenues. <br />Mr. Dibrell moved the minutes be amended on page two, line 9 so as to read as <br />follows: "allowed for administration from 10% to 15% due to the increase in <br />inquiries as a result of the tourist development advertising campaign", and <br />approved as amended. Mr. Arredondo seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />The Minutes of the Special Meeting held August 4, 1975, were approved on <br />motion of Mr. Hansen and second .of Mr. Breihan. <br /> <br />I <br /> <br />Mr. Flores introduced for consideration appointments to a special committee <br />created for the purpose of assisting in the creation of a new zoning ordinance. <br />Mr. Flores reminded the Council that a decision had been made to appoint five <br />members to the Committee, and that the nominations were as follows: B.F. Davidson, <br />Stanley Sissom, Art Ables, Bob Barton, Jr., Pete Rodriguez, Herbert DeLa Rosa, <br />Shirley Wickersham, Dr. James Harrison. Mr. Dibrell moved the Council appoint <br />all the nominees except Dr. Sissom who is Chairman of the Planning and Zoning <br />Commission and who will, as a member of that commission, review the ordinance as <br />a matter of course. Mr. Hansen seconded the motion. Mr. Flores stated his <br />feeling that the Planning and Zoning Commission should be responsible for creating <br />the ordinance which would then be reviewed by the special committee who would act <br />in only an advisory capacity. Councilmen Hansen and Arredondo concurred. <br />Mr. Sutton requested the Council clarify the duties of the committee. Mr. Davidson <br />advised the Council that a combination of the Planning and Zoning Commission and <br />a special advisory committee would make a too large and unwieldy group to efficiently <br />draft an ordinance. Dr. Sissom, Mrs. Beth Morrissett and Mr. Richard Santellana, <br />present to represent the Planning and Zoning Commission, stated that the Commission <br />had begun preliminary work on the ordinance. Councilman Dibrell moved the Planning <br />and Zoning Commission draft the ordinance and submit it to the special committee <br />for review. Mr. Flores ruled the motion out of order. Mr. Davidson and Mr. Ables <br />informed the Council that they possessed files and information on land use that <br />would be of value to whomever drafted a zoning ordinance, and that said information <br />would be available to the special committee and Planning and Zoning Commission. <br />Mr. Davidson further stated that he felt the Commission, already busy with <br />day-to-day zoning matters, would not be able to devote the necessary time to <br />
