He said that any ordinance "created with <br />any thought is going to create pockets of resistance allover town" and that <br />that a small, special committee w~ld be better able to devote the time to <br />weekly meetings necessary for creation of the ordinance. Dr. Sissom stated <br />that the Planning and Zoning Commission was committed to drafting the <br />ordinance. Mrs. Morrisset suggested the Planning and Zoning Commission make <br />the decision as to which group draft the ordinance. Mr. Flores restated the <br />original motion to appoint members of the Special Zoning Committee. On roll <br />call, it was unanimously approved. <br /> <br />Mr. Flores introduced for consideration the.appointment of two members to <br />the Housing Authority Board. He reported the nominees as Juan Palomo, <br />Carol Burton, and Amanda Garza. On roll call, Councilmen voted for two <br />persons as follows: <br /> <br />I <br /> <br />ARREDONDO: Palomo and Garza <br />BREIHAN: Palomo and Burton <br />DIBRELL: Palomo and Burton <br />FLORES: Palomo and Garza <br />HANSEN : Palomo and Garza <br />SUTTON: Palomo and Burton <br /> <br />Mr. Flores declared Juan Palomo reappointed to the Housing Authority Board <br />and the vote between Miss Garza snd'Mr. Burton tied. Mr. Sutton moved the <br />second appointment be tabled until a full Council could vote. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Flores opened a Public Hearing to consider an Ordinance establishing <br />fees for use of the recreation buildings at Comal and Dunbar parks and <br />city ball fields. No objections were presented. Mr. Flores closed the <br />hearing and read the caption of the Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ESTABLISHING A RESERVATION FEE AND A PER HOUR CHARGE FOR USE OF THE <br />COMAL PARK AND DUNBAR PARK RECREATION HALL AND ESTABLISHING A FEE <br />FOR THE USE OF THE CITY BALL FIELDS. <br /> <br />I <br /> <br />Mr. Hansen moved approval of the Ordinance on first reading. Mr. Breihan <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Flores read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE NATIONAL <br />ELECTRICAL CODE, 1975 EDITION, AS ADOPTED, BY REPEALING AND DELETING <br />SECTION 2l0-8(b) cnEQUIRING.GROUNDFA~W~~trPTER PROTECTOR BREAKER <br />ON ALL 120-VOLT SINGLE PRASE 15 AND 20 AMPERE RECEPTABLE OUTLETS AT <br />CONSTRUCTION SITES. <br /> <br />Mr. Breihan moved approval of the Ordinance on first reading. Mr. Sutton <br />seconded the motion. Mr. Breihan informed the Council that the Electrical <br />Board had not reviewed the proposed ordinance and moved action be tabled and <br />considered at a workshop session after the board's review. Mr. Arredondo <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Flores read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCEnF THEBITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29 <br />OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS ENTITLED "TRAFFIC" <br />BY ADDING NO PARKING DESIGNATION TO BOTH, SIDES OF COLORADO STREET <br />FROM LBJ DRIVE TO AQUARENA SPRINGS DRIVE; AND DECLARING AN EMERGENCY . <br /> <br />I <br /> <br />Mr. Flores explained that the emergency declaration in the Ordinance was in <br />error and should be deleted. Mr. Dibrell moved the Ordinance be approved on <br />first reading and the emergency clause deleted. Mr. Hansen seconded the <br />motion. On roll call, the follQwing vote was recorded: <br /> <br />AYE: Breihan, Dibrell, Flores, Hansen, Sutton <br />NAY: Arredondo. <br />
