<br />94 <br /> <br />regular meeting, august 25, 1975 <br /> <br />page two <br /> <br />Mr. Hansen moved the Council consider agenda item number eight out of order <br />as the bid opening for sale of general obligation refunding bonds had been <br />advertised for 7:30 p.m. Mr. Arredondo seconded the motion, which passed <br />unanimously. Bids were opened and read by City Fiscal Agent, Curtis Adrian. <br />The bid sheet is attached and made a part of these minutes. Mr. Breihan moved <br />the bid submitted by H. Roland Abbott and Company, at an effective interest rate <br />of 6.1l9%, be accepted as the lowest and best bid. The motion was seconded by <br />Mr. Hansen and unanimously approved. The Mayor read the caption of an Ordinance <br />as follows: <br /> <br />AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE ISSUANCE OF CITY OF SAN MARCOS, TEXAS, GENERAL <br />OBLIGATION REFUNDING BONDS, SERIES 1975, IN THE PRINCIPAL AMOUNT <br />OF $195,000 FOR THE PURPOSE OF CANCELLING, REFUNDING AND IN LIEU <br />OF VALID AND SUBSISTING CERTIFICATES OF OBLIGATIONS OF SAID CITY; <br />PRESCl'tIBING THE FORM OF THE BONDS AND THE FORM OF THE INTEREST COUPONS; <br />PROVIDING FOR THE LEVY, ASSESSMENT AND COLLECTION 'OF AN ANNUAL TAX <br />ON EACH $100 VALUATION OF ALL TAXABLE PROPERTY SrrtJATED WITHIN THE <br />CITY TO PAY THE PRINCIPAL OF AND INTEREST ON SAID BONDS AT MATURITY; <br />ENACTING PROVISIONS INCIDENT AND RELATING TO THE SUBJECT AND PURPOSE <br />OF THIS ORDINANCE; AND DECLARING AN EMERGENCY. <br /> <br />Mr. Hansen moved the Ordinance be passed, approved and adopted. Mr. Arredondo <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the appointment of new members to <br />the Urban Renewal Commission. She announced that only one nomination had been <br />received; that of Richard V. Cruz. Mr. Dibrell moved the matter of appointments <br />be tabled until further nominations could be made. Mr. Breihan seconded the <br />motion. Mr. Arredondo protested the delay in considering appointments due to <br />the importance of the commission. On roll call, the following vote was recorded: <br /> <br />AYE: Breihan, Dibrell, Craddock, Hansen <br />NAY: Arredondo, Flores, Sutton. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER SIX, <br />ARTICLE II OF THE CODE OF ORDINANCES OF SAID CITY BY ENACTING A NEW <br />SECTION NUMBERED 6-20 AND ENTI'l'EED "FEES FOR PURCHASE OF BURIAL SPACES" <br />ESTABLISHING A FEE FOR A LOT OR LOTS AND A CRYPT OR CRYPTS PURCHASED <br />AT THE SAN MARCOS CEMETERY AND BY ENACTING A NEW SECTION NUMBERED 6-35 <br />AND ENTITLED "FEES FOR PURCHASE OF PERPETUAL CARE" ESTABLISHING A FEE FOR <br />PERPETUAL CARE ON A LOT OR LOTS PURCHASED AT THE SAN MARCOS CEMETERY. <br /> <br />Mr. Hansen moved approval of the Ordinance on first reading. Mr. Arredondo <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RELEASE OF A SEWER LINE EASEMENT ON PART OF LOT 5 <br />IN BLOCK 4 OF THE MOUNTAIN CITY ADDITION TO THE CITY OF SAN MARCOS. <br /> <br />Mr. Arredondo moved approval of the Resolution. Mr. Hansen seconded the motion. <br />Mr. Sutton stated his contention that utility easements should not be given away. <br />The City Manager reported that no water or sewer lines existed on the property. <br />On roll call, the vote to approve the motion was recorded as follows: <br /> <br />AYE: Arredondo, Breihan, Dibrell, Craddock, Flores, Hansen <br />NAY: Sutton. <br /> <br />Mayor Craddock read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A VOTING PRECINCT MAP FOR THE CITY OF SAN MARCOS AND <br />DESIGNATING POLLING PLACED WITHIN EACH PRECINCT. <br /> <br />The ~y was presented for inspection by the Council.
