Williams <br /> <br />Also present: Celestino Mendez; Yancy Yarbrough; :Billy Franklin; Richard Cruz; <br />Albert Sierra; Cliff Brown; Andrew Gary; Roy Holz; Robert Glore; <br />Frances Marshall; James Broussard; Jim Alvis; Bob Derrick; <br />Jerri Martin; Melissa Millecam; Rowe Ray; Terry Roberts; Paul <br />Alexander; and others. <br /> <br />The meeting was called to order at 7:30 p.m. <br /> <br />On motion of Mr. Hansen and second of Mr. Breihan, the consideration of the <br />Minutes of the Regular Meeting held October 13, 1975, was deferred to the next <br />regular meeting since copies had not been distributed to Council prior to the <br />meeting. <br /> <br />I <br /> <br />Mr. Breihan moved to confirm the appointment of Lee :Bergeron, Allen Greiner, <br />Robert Schmeltekopf, Mary Ann Williams and Mrs. Fred Feltner to the Bicentennial <br />Commission. The motion was seconded by Mr. Hansen and passed unanimously. <br /> <br />Mr. Sutton moved to bring from the table an ordinance on first reading chgnging <br />the zoning of approximately 2.06 acres of the Elijah Clark Survey. Mr. Hansen <br />seconded the motion, which passed unanimously. The Mayor read the full text of <br />the Ordinance, the caption as follows: <br /> <br />AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES <br />AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND <br />LAND, DATED MAY 23,1966 (VOL. 32) BY CHANGING THE ZONING OF <br />APPROXIMATELY 2.06 ACRES OF THE ELIJAH CLARK, SURVEY fill, LOCATED <br />ON RANCH ROAD 12, FROM "p_2" (PUllLIC USE) TO ''M'' (MIXED). <br /> <br />Mr. Dibrell moved approval of the Ordinance on first reading. Mr. Hansen <br />seconded the motion. The applicant, Cliff :Brown, was present and represented by <br />attorney Andrew Gary. Mr. Gary stated his ciient's position that the proposed use <br />of the land was consistent with its highest and best usage and that similar property <br />along Ranch Road 12 had been approved for commercial usage. Present to object to <br />the proposed change were Robert Glore and Roy Holz, adjacent property owners, who <br />requested the area be allowed to remain for public and residential usage. On roll <br />call, the motion to approve the ordinance failed unanimously. <br /> <br />I <br /> <br />Bob Derrick, representing Byrn/Forrest & Cotton, came before the Council with <br />final plans for the Broadway Street Improvement Project under the Community <br />Development program. Mr. Derrick informed the Council that the final estimate <br />for the first phase of the program was $164,750 and within the amount budgeted. <br />Mr. Arredondo questioned the advisability of placing the sidewalk on the side of <br />the street already developed. Mayor Craddbck noted that the sidewalk could be <br />put in as designed and that, under the subdivision ordinance, the developer of <br />the other side of the street would be 'required to build that sidewalk. Mr. Breihan <br />moved to amend the plans to call for a 45' street as opposed to the 60' street <br />designed. The motion died for lack of a second. Mr. Sutton moved to approve the <br />final plans as submitted. Mr. Flores seconded the motion. On roll call, the <br />following vote was recorded: <br /> <br />AYE: Breihan, Dibrell, Craddock, Flores, Hansen, Sutton <br />NAY: Arredondo. <br />
