134 regular meeting, october 20, 1975 page two Mayor Craddock read a Resolution in full, the caption of which is as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE CITY MANAGER TO SUBMIT 'AN APPLICATION TO THE TEXAS MUNICIPAL LEAGUE FOR A 100% GRANT TO FINANCE A SOCIAL SERVICE RESEARCH STUDY. Mr. Arredondo moved approval of the Resolution. Mayor Craddock seconded the motion. The City Manager explained the purpose of the study proposed was to ascertain that the local social service agencies were not overlapping so that maximum use of tax monies could be made. Mr. Dibrell obj ec ted to the use of I local or federal tax monies for such a purpose, stating that it was the duty of . the Council and City staff to make such a determination. On roll call, the motion to approve the Resolution w~s approved by the following vote: AYE: Craddock, Hansen, Sutton, Arredondo NAY: Dibrell, Flores, Breihan. Mayor Craddock introduced for consideration the award of bid for material, labor and installation of fencing and dugout for the High School baseball field. The bid sheet is attached and made a part of these minutes. Mr. Breihan moved to accept the alternate bid of Stanley Hughson, $7594.52, and use existing materials. Mr. Hansen seconded the motion. A representative of Austin Fence Company, submit tor of the low base bid, came before the Council to state that he had not submitted an alternate bid since he had not examined the existing poles, but that he could submit a bid of $300 lower than the base bid as an alternate. The City Attorney stated that the alternate bid could not be received after the official closing date for submission of bids. On roll call, the motion to award the bid to Stanley Rughsonpassed with the following vote: AYE: Flores, Hansen, Breihan, Dibrell NAY: Craddock, Sutton, Arredondo. The Mayor introduced for consideration authorization for expenditures from the contingency fund as follows: Williamson Moving & Storage Company, $843.10; M&N Electric Company, $815.50; Gibson, Spence & Gibson, $1,550; McGinnis, I Lockridge & Kilgore, $1,833.20. Mr. Sutton moved approval of the expenditures. Mr. Hansen seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN ORDINANCE NUMBERED 1974-61 ESTABLISHING THE NUMBER OF POSITIONS AND CLASSIFICATIONS FOR CIVIL SERVICE PERSONNEL BY REDUCING THE NUMBER OF FIRE TRAINING OFFICER FROM ONE (1) IN NUMBER TO ZERO (0) IN NUMBER; REDUCING THE NUMBER OF FIRE TRAINEES AND FIRE FIGHTERS FROM TWENTY- TWO (22) IN NUMBER TO EIGHTEEN (18) IN NUMBER; REDUCING THE NUMBER OF FIRE CAPTAINS FROM FOUR (4) IN NUMBER TO THREE (3) IN NUMBER; AND INCREASING THE NUMBER OF POLICE TRAINEES AND PATROLMEN FROM TEN (10) IN NUMBER TO FOURTEEN (14) IN NUMBER. Mr. Hansen moved approval of the Ordinance on second reading. Mr. Sutton seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF FOUR AND ONE-HALF ACRES IN THE J .M. VERAMENDI LEAGUE NUMBER TWO, BEING THE PRESENT LOCATION OF THE HOLIDAY INN, LOCATED NEAR THE INTER- SECTION OF I.H. 35 SOUTHBOUND ACCESS .ROAD AND LOOP 82, FROM "C" (COMMERCIAL) TO "C-2" (COMMERCIAL). I Mr. Hansen moved approval of the Ordinance on third and final reading. Mr. Sutton seconded the motion, which passed unanimously.
