142 regular meeting, november 10, 1975 page two Mayor Craddock read a Resolution, the caption as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AND AUTHORIZING THE POLICE DEPARTMENT TO CLOSE SCHOLLE DRIVE TO THROUGH TRAFFIC BETWEEN THE HOURS OF 2: 00 PM TO 5: 00 PM ON NOVEMBER 1975, TO ALLOW THE PARKS AND RECREATION DEPARTMENT TO CONDUCT SKATEBOARDING COMPETITION ON SAID STREET. Mr. Hansen moved approval of the Resolution. Mr. Arredondo seconded the motion. Mr. Leddick, Director of Parks and Recreation, informed the Council that the residents of Schu11e Drive had been contacted and had made no objection to the resolution. On roll call, the motion was unanimously approved. I The Mayor introduced for consideration the award of bid for lighting fixtures for the Public Library. (bid sheet attached) Mr. Breihan moved the bid be awarded B & W Electric of Austin, Texas. There was no second to the motion. Mr. Hansen requested the Council award the bid to Pullen Electric Company of San Marcos since there was only $15.85 difference in the bid submitted by Pullen Electric and the low bid submitted by B & W Electric. He reminded the Council that service was sometimes more difficult to obtain from an out of town business than a local concern and stated that he felt the Council should patronize local businesses whenever practical and possible. Councilmen Arredondo and Sutton re~uested the Council establish a policy regarding acceptance of the low bid or giving preference to local businesses so as to be consistent. Mr. Breihan warned the Council that if preference were given local businesses, bids would no longer be received from businesses outside the City and the process would no longer be competitive. Mr. Charles West of B & W Electric was present to assure the Council that his company would guarantee the project for a period of one year, a standard practice, and that 24 hour service would be available for maintenance. Mr. Sutton moved the bid be awarded B & W Electric and that the contract be amended to include the guarantee of 24 hour service. Mr. Flores seconded the motion. On roll call, the motion was approved by the following vote: AYE: Hansen, Sutton, Breihan, Dibrell, Craddock, Flores NAY: Arredondo. I The Mayor introduced for consideration the award of bid for corrugated metal arch pipe to be used in the drainage work in connection with the extension of Peter Garza Street. Mr. Breihan moved the bid be awarded Mid-Tex Metal Products in the amount of $3,164. Mr. Hansen seconded the motion, which passed unanimously. The Mayor read the caption of an Ordinance as follows: AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN ORDINANCE NUMBERED 1974-61 ESTABLISHING THE NUMBER OF POSITIONS AND CLASSIFICATIONS FOR CIVIL SERVICE PERSONNEL BY REDUCING THE NUMBER OF FIRE TRAINING OFFICER FROM ONE (1) IN NUMBER TO ZERO (0) IN NUMBER; REDUCING THE NUMBER OF FIRE TRAINEES AND FIREFIGHTERS FROM TWENTY-TWO IN NUMBER TO EIGHTEEN (18) IN NUMBER; REDUCING THE NUMBER OF FIRE CAPTAINS FROM FOUR (4) IN NUMBER TO THREE (3) IN NUMBER; AND INCREASING THE NUMBER OF POLICE TRAINEES AND PATROLMEN FROM TEN (10) IN NUMBER TO FOURTEEN (14) IN NUMBER. Mr. Hansen moved approval of the Ordinance on third and final reading. Mr. Sutton seconded the motion, which passed unanimously.
