<br />142 <br /> <br />regular meeting, november 10, 1975 <br /> <br />page two <br /> <br />Mayor Craddock read a Resolution, the caption as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AND AUTHORIZING THE POLICE DEPARTMENT TO CLOSE SCHOLLE <br />DRIVE TO THROUGH TRAFFIC BETWEEN THE HOURS OF 2: 00 PM TO 5: 00 PM <br />ON NOVEMBER 1975, TO ALLOW THE PARKS AND RECREATION DEPARTMENT TO <br />CONDUCT SKATEBOARDING COMPETITION ON SAID STREET. <br /> <br />Mr. Hansen moved approval of the Resolution. Mr. Arredondo seconded the <br />motion. Mr. Leddick, Director of Parks and Recreation, informed the Council <br />that the residents of Schu11e Drive had been contacted and had made no <br />objection to the resolution. On roll call, the motion was unanimously approved. <br /> <br />I <br /> <br />The Mayor introduced for consideration the award of bid for lighting fixtures <br />for the Public Library. (bid sheet attached) Mr. Breihan moved the bid be <br />awarded B & W Electric of Austin, Texas. There was no second to the motion. <br />Mr. Hansen requested the Council award the bid to Pullen Electric Company of <br />San Marcos since there was only $15.85 difference in the bid submitted by <br />Pullen Electric and the low bid submitted by B & W Electric. He reminded the <br />Council that service was sometimes more difficult to obtain from an out of town <br />business than a local concern and stated that he felt the Council should patronize <br />local businesses whenever practical and possible. Councilmen Arredondo and Sutton <br />re~uested the Council establish a policy regarding acceptance of the low bid or <br />giving preference to local businesses so as to be consistent. Mr. Breihan warned <br />the Council that if preference were given local businesses, bids would no longer <br />be received from businesses outside the City and the process would no longer be <br />competitive. Mr. Charles West of B & W Electric was present to assure the Council <br />that his company would guarantee the project for a period of one year, a standard <br />practice, and that 24 hour service would be available for maintenance. <br />Mr. Sutton moved the bid be awarded B & W Electric and that the contract be <br />amended to include the guarantee of 24 hour service. Mr. Flores seconded the <br />motion. On roll call, the motion was approved by the following vote: <br /> <br />AYE: Hansen, Sutton, Breihan, Dibrell, Craddock, Flores <br />NAY: Arredondo. <br /> <br />I <br /> <br />The Mayor introduced for consideration the award of bid for corrugated metal <br />arch pipe to be used in the drainage work in connection with the extension <br />of Peter Garza Street. Mr. Breihan moved the bid be awarded Mid-Tex Metal <br />Products in the amount of $3,164. Mr. Hansen seconded the motion, which <br />passed unanimously. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT CERTAIN <br />ORDINANCE NUMBERED 1974-61 ESTABLISHING THE NUMBER OF POSITIONS AND <br />CLASSIFICATIONS FOR CIVIL SERVICE PERSONNEL BY REDUCING THE NUMBER OF <br />FIRE TRAINING OFFICER FROM ONE (1) IN NUMBER TO ZERO (0) IN NUMBER; <br />REDUCING THE NUMBER OF FIRE TRAINEES AND FIREFIGHTERS FROM TWENTY-TWO <br />IN NUMBER TO EIGHTEEN (18) IN NUMBER; REDUCING THE NUMBER OF FIRE CAPTAINS <br />FROM FOUR (4) IN NUMBER TO THREE (3) IN NUMBER; AND INCREASING THE NUMBER <br />OF POLICE TRAINEES AND PATROLMEN FROM TEN (10) IN NUMBER TO FOURTEEN (14) <br />IN NUMBER. <br /> <br />Mr. Hansen moved approval of the Ordinance on third and final reading. <br />Mr. Sutton seconded the motion, which passed unanimously. <br /> <br />On motion of Mr. Hansen <br />8:30 p.m. <br /> <br />=d?"',M Ci:" <br /> <br /> <br />ee"';:ddock <br />Mayor <br /> <br />the meeting adjourned at <br /> <br />I <br /> <br />~ATTEST: <br /> <br />I." ~.. ~ <br /> <br /> <br />Doriss Ham rick <br />City Secretary <br />
