Lighthouse; Richard Santellana; <br />Pete Rodriguez; Bob Derrick; Roy Porter; Stanley Sissom; <br />Albert Sierra; Terry Roberts; Melissa Millecam; Jerri Martin; <br />and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock issued two proclamations: one in observance of American Heart <br />Month; the other in observance of Brgtherhood Week. <br />/ <br />The Minutes of the Regular Meeting held January 26, 1976, were approved on <br />motion of Councilman Sutton and second of Councilman Hansen. <br /> <br />I <br /> <br />The Mayor reported that two nominations had been received for the appointment <br />of one member to the Planning and Zoning Commission: Frank Contrerras and <br />Don Hyder. Councilman Breihan spoke in favor of his nominee, Mr. Hyder. T.S. <br />Lighthouse also urged the Council to appoint Mr. Hyder. Councilman Arredondo <br />and Pete Rodriguez spoke in favor of Mr. Contrerras. Councilman Sutton also <br />recommended the appointment of Mr. Contrerras. On roll call, the following vote <br />was recorded: <br /> <br />CONTRERRAS: <br />HYDER: <br /> <br />Craddock, Hansen, Sutton, Arredondo <br />Breihan. <br /> <br />Mr. Arredondo nominated Mr. Hyder for appointment to fill the next vacancy on <br />the Planning and Zoning Commission. <br /> <br />Mr. Sutton moved to confirm the appointment of Richard Santellana as City Treasurer. <br />Mr. Hansen seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR COMMUNITY <br />DEVELOPMENT FUNDS FOR ACTION YEAR TWO PURSUANT TO THE HOUSING AND <br />COMMUNITY DEVELOPMENT ACT OF 1974. <br /> <br />I <br /> <br />Mr. Sutton moved approval of the Resolution. The motion was seconded by <br />Mr. Hansen. Mr. Sutton objected to the proposed purchase of privately owned <br />property for park purposes ,stating that it had been his understanding that only <br />Urban Renewal property would be ac~uired for that purpose. Mayor Craddock urged <br />support of the proposal in order to protect the environmental integrity of the <br />San Marcos River. Mr. Breihan recommended the Council reverse the short term <br />objective priority number C-IO (public facility improvements in Rio Vista Terrace) <br />and number C-12 (construction of W~stover public facility improvements). It <br />was the general concensus of the Council that the agencies soliciting funding <br />for the multi-purpose social service facility, priority number C-ll, should seek <br />funding assistance from other governmental bodies as well.
