<br />197 <br /> <br />regular meeting, february 9, 1976 <br /> <br />page three <br /> <br />The Mayor read an Ordinance, the caption of which is as follows: <br /> <br />AN ORDINANCE APPROVING THE PRICE AND CONDITIONS OF THE SALE BY <br />THE URBAN RENEWAL AGENCY OF THE CITY OF SAN MARCOS, TEXAS, OF <br />PARCEL NO. 13D-2 (SEE LEGAL READING), LOCATED WITHIN THE JUAN <br />VERAMENDI PROJECT, N. D. P., TEX. A-6, TO JOSE S. CRUZ, AND DECLARING <br />AN EMERGENCY. <br /> <br />~. Hansen moved the adoption of the Ordinance. Mr. Sutton seconded the motion, <br />which passed unanimously. <br /> <br />The Mayor read an Ordinance in its entirety, the caption of which is as follows: <br /> <br />I <br /> <br />AN ORDINANCE APPROVING THE PRICE AND CONDITIONS OF THE SALE BY <br />THE URBAN RENEWAL AGENCY OF THE CITY OF SAN MARCOS, TEXAS, OF <br />PARCEL NO. 13D-9 (SEE LEGAL READING), LOCATED WITHIN THE JUAN <br />VERAMENDI PROJECT, N.D.P., TEX. A-6, TO AUS-TEX DUPLICATORS, <br />SOLE PROPRIETOR, AND DECLARING AN EMERGENCY. <br /> <br />Mr. Hansen moved adoption of the Ordinance. Mayor Craddock seconded the motion. <br />Mr. Breihan pointed out that the property was zoned residential, single family, <br />under the Urban Renewal Plan but multi-family under the City Comprehensive <br />Master Plan. The City Manager reported that the area is now residential, that <br />structures had been improved along Lucio Street in an effort to maintain the <br />residential neighborhood, and that the Department of Housing and Urban Development <br />would have to give approval for any land use plan change. Dr. Sissom, re~resenting <br />the Planning and Zoning Commission, stated that the Commission was opposed to <br />strip zoning. Mr. Arredondo ~uestioned the fact that the appraisal for the <br />Aus-Tex property was lower than for the two residential properties approved <br />in the ordinances above. Mr. Sierra, Director of Community Development, explained <br />that the appraisal was lower in this case because the street was unimproved. <br />Mr. Breihan recommended the Council develop the property for a higher use than <br />single family and then sell. Mayor Craddock suggested that the Planning and <br />Zoning Commission develop a policy for land Use along major thoroughfares. <br />Mr. Sutton moved to table consideration of the Ordinance. Mr. Arredondo seconded <br />the motion. On roll call, the following vote was recorded: <br /> <br />I <br /> <br />AYE: Hansen, Sutton, Arredondo, Breihan <br />NAY: Craddock. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CLOSING AND ABANDONING CERTAIN PORTIONS OF WOOD AND COMET STREETS <br />AND A PORTION OF THE NORTH-SOUTH ALLEY BETWEEN McGEHEE AND NORTH- <br />CRAFT STREETS IN THE KATY ADDITION TO THE CITY OF SAN MARCOS, AND <br />RELINQUISHING TO THE ADJACENT OWNERS, THE URBAN RENEWAL AGENCY OF <br />THE CITY OF SAN MARCOS, MARIAN NELSON MEEKS, AND CHARLES VILLASENOR, <br />ALL RIGHT, TITLE, AND INTEREST OF THE CITY OF SAN MARCOS, TEXAS, IN <br />AND TO PORTIONS OF WOOD AND COMET STREETS AND THE PORTION OF THE <br />NORTH-SOUTH ALLEY PARALLEL TO McGEHEE AND NORTHCRAFT STREETS AND <br />DIRECTING THE MAYOR TO EXECUTE AND DELIVER TO SAID PERSONS QUITCLAIM <br />DEEDS TO PORTIONS OF WOOD AND COMET STREETS AND SAID PORTION OF <br />THE NORTH-SOUTH ALLEY. <br /> <br />Mr. Arredondo moved approval of the Ordinance on second reading. Mr. Hansen <br />seconded the motion. On roll call, the following vote was recorded: <br /> <br />AYE: Hansen, Sutton, Arredondo, Craddock <br />NAY: Breihan. <br /> <br />The Mayor read the caption of an Ordinance as follows: <br /> <br />I <br /> <br />AN ORDINANCE APPROVING AND ADOPTING AMENDMENT NO. 3 TO THE URBAN <br />RENEWAL PLAN FOR N.D.P. PROJECT TEX. A-6, FINAL ACTION YEAR, AND <br />DIRECTING THAT SAID CHANGE BE FILED AS PART OF THE URBAN RENEWAL <br />PLAN FOR SAID PROJECT. <br /> <br />Mr. Arredondo moved approval of the Ordinance on second reading. Mr. Hansen <br />seconded the motion, which passed unanimously. <br />
