Roberts; James Broussard; Shirley Wickersham; Terry Roberts; <br />Rowe Ray; Melissa Millecam; Jerri Martin; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The Minutes of the Regular Meeting held February 9, 1916 were approved on <br />motion of Mr. Sutton and second of Mr. Hansen. <br /> <br />Mr. Hansen moved to confirm the appointment of Dr. Frank Rich to a.second term <br />on the Personnel Appeals Board. Mr. Arredondo seconded the motion, which passed <br />unanimously. <br /> <br />Mr. Sutton moved to confirm the appointment of Dr. Jack Byrom as General Chairman <br />of the San Marcos Bicentennial Commission. Mr. Hansen seconded the motion, <br />which passed unanimously. <br /> <br />I <br /> <br />Mayor Craddock introduced for consideration an Order for a Special Election to be <br />held April 3, 1976 in conjunction with the Regular City Officer's Election to <br />submit a proposition relating to the approval or rejection of an ordinance <br />regulating modular housing by requiring a permit prior to construction on any <br />residential lot of the City of San Marcos. Mr. Arredondo moved approval of <br />the Order. Mr. Sutton seconded the motion. The Mayor explained that the Order <br />had been prepared by the City Attorney at the request of Councilman Arredondo, <br />and that the City Attorney, in conformance with Charter provisions, had filed <br />written, legal objections to the Order and to the ordinance to which it referred. <br />She recommended that the legal opinion be treated as privileged information. <br />Mr. Sutton agreed with the Mayor's last statement, but disagreed with the attorney's <br />opinion. He said that he thought the petition received from residents of Sunset <br />Acres Addition in objection to modular housing in their neighborhood was reason <br />enouch to call for the question on the ballot. Dr. Craddock informed the Council <br />that the City Attorney had advised that the propositioj! would be a "straw vote" <br />and its outcome would not bind the Council to action. Mr. Arredondo stated that <br />he felt that would be satisfactory; Mr. Flores agreed. The Mayor insisted that <br />the only way modular housing could be restricted was by aesthetic assessments in <br />the new zoning ordinance.
