It is Intended that I shal I be available for prel iminary discussions of proposed projects in order to outl ine the program of investigation and research and the type of in- formation that the Counci I requires in their deliberations in order to reach a dec I s ion. It is' intended that th i s serv i ce will make my adv ice ava i I ab I e to the City in matters of an engineering nature, and at the same time permit the City to issue instructions to me as to those things of an engineering na- ture on which information is desired in order the the City may make a decision.
