<br />REGULAR MEE'rING <br />JUNE I), 1955 <br /> <br />On this, the 15th day of June, 1955, at 2:00 0' clock P.M., the City <br />Council of the City of San Marcos met in a regular meeting at the City <br />Hall with the following members present and participating: <br /> <br />31 <br /> <br />Frank E. Dietterich, Mayor <br />Coy De Viney, Alderman <br />Calvin M. Allen, Alderman <br />Frank D. Hill, Jr., Alderman <br />S. R. Beecroft, Alderman <br />Rarold G. Barbee Joe Lodovick, Russ & Co. <br />County CO~1mLissioners Judge Decker <br /> <br />Ernest Morgan <br />Ed Williams <br /> <br />A quorum being present, Mayor Dietterich called the meeting to order <br />and the following transpired: <br /> <br />The County Commissioners and Judge C. lVl. Decker met with the Council <br />to discuss the steps that are to be taken in securing the highway right- <br />of-way on Hwy. 81. Mayor Dietterich stated that several people are plan- <br />ning to build on the highway, but they are being delayed because nothing <br />has been decided about the right-of-way. He stated that something definite <br />should be done as soon as possible. Judge Decker reported that the County <br />will hold an election on the highway right-of-way at a later date. It <br />was the opinion of the Council that a bond election should be held as soon <br />as possible. Aldennan Hill made a motion that a bond election for the <br />purp~se of raising $350,000.00 for any part thereof that will be necessary <br />for the purchase of highway right-of-way should be ordered on June 20,1955, <br />and that the election be held on July 20, 1955. Alderman Beecroft <br />seconded the motion. A vote WaS taken which resulted unanimously in favor <br />of the motion. <br /> <br />I <br /> <br />The Council unanimously autJlOrized Mayor Dietterich to si,Yl a contract <br />with Russ ~~ Co., San Antonio, Texas, to handle the proceedings for the <br />bond election. The contract follows these minutes and is a part hereof. <br /> <br />Mayor Dietterich reported tha t a Ie tter had been 1'ecei ved from ~d <br />Bluestein, District Engineer, Texas tlighway Dept., statJng that a resolution <br />or minute should be passed by the Council which estimates the present <br />population from a careful check of utility connections, water meters, <br />telcphone connections, etc. and should accompany a request for a new sign <br />showing the estimated population as of April 1, 19~5, by the Mayor to <br />the Hic;hway Jept. Mayor Dietterich stated that Caesar Damon had made <br />the investiGation of utility connections and estimated the population to <br />be 14,300. Alderman Beecroft made a motion, after a careful review of <br />Caesar Damon's report, that a resolution be passed to that effect. <br />Alderman Beocroft offered the following resolution and moved its <br />ado ption. <br /> <br />RESOLD TI ON <br /> <br />Heretofore, during the year, 1950, the Federal Census for the City of <br />giCn Marcos, Texas. showed the population of said City to consist of <br />9,980. Since the taking of the last official Federal Census, there has <br />been a marked increase in the population of said City, and the studies <br />have been made to determine the extent of such increase. <br /> <br />I <br /> <br />Such studies have been ~sde by reference to retail sales, natural <br />gas meter connec tions, water meter con _Y~ections, electri c connec tions <br />and from other sources. <br /> <br />From such studies it has been determined, and this Governing Body <br />does hereby determine, after hearing the 8vidence in connection therewith, <br />that during the period from April 1, 1950 to Aoril 1. 1955. there has been <br />an average annual increase in population of said City in the amount of <br />8.7%, and such increase, for said entire periOd, amounts to 43.3%. <br />It is the opinion of this Governing Body that such estimates of the in- <br />crease in population of this city are conservative, and that, based on <br />all available evidence, the population 0 f thi s ci ty is no t Ie s s than <br />ll~, ;300 . <br /> <br />NOW, TIIEREFOR~, BE IT I~SOLVED: <br /> <br />1. That the population of the City of san Marcos aa of <br />April 1, 1955, is hereby found to be 14,300. <br />
