<br />A quorum oeing present, Mayor Dietterich. called the meeting to order
<br />and the followin.g transpired:

<br />IviI'. H. A. Nelson met with tile Council to discuss the possibility of
<br />the City making a trade with him. He stated that the city sewer trunk
<br />line rlli'lS across the back of nine lots owned by himself, which are located
<br />between the I.G.N. RailrOad and the Katy Railroad; Mr. Nelson, after
<br />showing a rougholat of these lots to the Council, pointed out that
<br />Comet Street, which is a dead end street, runs along the opposite side
<br />of his lots. He said he would be willing to trade a 30 foot strip of land
<br />along the (Jack of his lots, where the sewer Ene is located, if the
<br />City wOJld traLe him the dead end street known as Qomet street. He
<br />stated that hi.s pro~oosal was made in view of the fact that buIldings may
<br />be ereGted on thIs lots someda.y, and it would be necessary to build them
<br />over the sewer line. He \lvoulc. rather have the seiJver line rUn~linp: down
<br />a citv street than over his prooertv. Alde~~ffil neecroft made a i1otion
<br />that the City- make th"e trade wIth "I;. 1~8lson, as st.ated aoove. Alderman
<br />Hill seconded the 'notion. A vote was taken 1Nhich r.esulted unanimously
<br />in favor of the motion.

<br />Mrs. DUdley Johnsen met with the Council to stated that she thought

<br />sewe~ or paved streets at the property at 233 Live Oak street, After a
<br />discu.ssion, Mayor ::JietteI'ich advised Mrs. Johnson that the Council could
<br />not make a change".on her taxes after the Equalizaoti9n Board had set the
<br />runount. He told ilirs. Johnson, however, that the Council Vlould request
<br />the Eqtlalization .DoaX'd to reconsider .her taxes at an early date.

<br />Colonel ~dward Hale, from Gary Air Force Base, and Dr. William L.
<br />i~oore, City Health Officer, carne before the COv.Dcil to disc::lsS the river
<br />polution proble.'l1. Colonel Hale stated that, since the last time he and
<br />Dr. Moore had met with the Council concerning river'oolution, a survey
<br />had been made by the base personnel, \vh:Lch revealed that the San Marcos
<br />River is poluted to a certain extent. He :ceported that samples had been
<br />taken from Spring Lake and at several places along the San lKarcos River,
<br />and that all samples showed a high coliform oount. Dr. Moore stated that
<br />he did not think that this condition exists only in the San Marcos River,
<br />as all rivers are poluted to some degree. Colo~el Hale stated that he
<br />felt it necessary to advise all Air Force personnel to discontinue swim-
<br />ming in the Sa:0' N[8.rcos ~Ri ver for safety re asons ,however, they would not
<br />forbid it. He o.lso stated that the onlv solution he coc;ld think of
<br />would be to build a swimming 1)001 where." the water would be treated.
<br />Mayor Dietterich stated that he realized the situation te be a proolem
<br />and that he hoped in future years the City wo~'ld be financially aole to
<br />build such a pool.

<br />:Mr.. W. G.arhee reported that the bulldozer, which was lB ing used
<br />at the City Garbage D1.lYnp Grpunsls, belongs to the Government and that
<br />I t had been pi cked up government employe es. He stat ed that it will
<br />oe necessary for the to get another 'one as soon as possi'ole.
<br />I'i1r. Hay Lane, Garco.ge Superintendent, told the Counc:i:l that he had found
<br />a bulldozer at Jess McNeel IVlachinery Gorp., San Antonio, Texas, which
<br />he thought would be satisfactory in his department. He said it is a
<br />second hand International bulldozer which 'LS priced at ~li4,500.oo. Mr.
<br />Barbee sai~ the city could buy it on the lease rental purchase plan
<br />by paying 11'1,500.00 down Dild ~:;250.00 monthly for twelve months.
<br />,vir. So.rbee stated that the Garbage Department has been using the
<br />bulldozer dJ.I'ing the -past week and it has been satisfaotory. Alderman
<br />
<br />Hill made a motion that the City pLJ.rchase the bulldozer on the
