<br />2. BUILDING VALUATION
<br />We offer the services of experts in the methods and the practice of
<br />building valuation, who will ascertain and determine an estimate of the
<br />present value from actual view, of buildings upon land within the boundary
<br />lines of the San Marcos Independent School District. Such experts, with
<br />competent assistants, will upon actual view of buildings measure and mark
<br />upon record cards the dimensions, ground area sketch of building, number
<br />of stories, added architectural description, with information concerning
<br />heating, plumbing, elevators, and other items of equipment required in
<br />the service of the building. The record will show lot and block number,
<br />addition or subdivision, street number, if ascertainable, number of
<br />square feet of floor area, and factors of valuation and accrued depre-
<br />ciation, with an estimate of the present valuation, based upon cost of
<br />reproduction less accrued depreciation, expressed in a single percentage
<br />for the depreciation, effect, if any, due to age, condition, obsolescence,
<br />location, or lack of utility.
<br />Valuations of buildings are computed on a basis of reproduction cost
<br />less estimated depreciation. In arriving at present reproduction cost
<br />of buildings, present prices of material in your city would be considered,
<br />as well as present labor costs, and allowances for architects and con-
<br />tractors' fees. By applying these factors to various types of construct-
<br />ion, basis for replacement are secured, which, when analyzed in terms of
<br />the areas of different types of structures, provide unit prices per square
<br />foot of floor area.
<br />Building constructions costs complied for city in which we are making
<br />I survey, covering all types of construction, based on foundation, framing,
<br />I roof, siding, flooring, windows & doors, interior finish, plumbing, and
<br />electric wiring costs. Table of construction costs is used as a guide to
<br />carry out an equalization of building values within the area of survey.
<br />3. MAPS
<br />We propose to furnish section maps, blue line prints, on scale of
<br />one hundred feet to one inch on all properties within boundary lines of
<br />the City of San Marcos. Maps to be compiled from the records of the Asses-
<br />sor's and Engineer's office, from county records, or from other necessary
<br />records, checked and corrected to conform to the actual existing conditions,
<br />showing in addition to the size and location of every lot and parcel of
<br />land, its appraised value, and the unit -foot values upon which the compu-
<br />tation of the value of each parcel of land is made. The maps will also
<br />show the value of the building improvements, if any, on each lot, the lot
<br />and block numbers, street names, as shown on section maps are very valuable
<br />to the Board of Equalization in carrying out their work. The property
<br />owners can readily see the value placed on their land and building, and
<br />that of surrounding property for comparison as to equalization, as well
<br />as that of comparable property within the area.
<br />Bound copy of section maps will be furnished.
<br />4. CARD RECORDS
<br />We will furnish complete set of 5 X 8 inch card records showing on
<br />front side of card, ground area sketch of building, description of con-
<br />struction, and present value. On reverse side land valuation, and methods
<br />of arriving at same.
