;(7
O R D E R
On this, the 7th day of September, 1955, it is ordered that the
following letter be addressed and forwarded to Cone Mills Corporation,
such letter to be signed by the Mayor in behalf of the City of San
Marcos.
September 21, 1955
"Cone Mills Corporation
Greensboro, N. C.
Attention: Mr. Ceasar Cone, Treasurer
Gentlemen:
The letter addressed to me, as Mayor of the City of San Marcos, by
your Mr. Ceasar Cone under date of August 25, 1955, reached me in
due course, but has not been responded to earlier since I felt that
this letter should be presented to the several members of the City
Council, along with a letter addressed to Mr. Calvin M. Allen, one
of our Aldermen, under date of August 30.
In the beginning, I wish to make clear that all of our people regret
very much the conclusion which was reached by your Board of Directors
not to proceed with construction plans at this time, but realize
that it would be foolhardy for the Corporation to proceed with expansion
programs at times such as the present under conditions which could
make it quite possible for you to build the plant, expand your opera-
tions and suffer heavy losses as a result of what could be a fore-
seeable condition.
We sincerely hope that you will permit the City Council and our
County Commissioners' Court to do anything we may that may be of
assistance to you in solving the problems. A number of our people
have already communicated with some of our Congressmen and Senators
with a view of attempting to find some answer to the very complex
and serious problems which confront, not only your organization, but
the textile industry as a whole. I wish it were possible for me
to make some constructive suggestion, but I find myself at a loss
in that regard, but with an earnest desire to be of any assistance
possible.
On Wednesday, September 7, the City Council spent most of the after-
noon reviewing your letter to me, the letter addressed to Mr. Allen,
with its enclosures, and the matters presented thereby, and we fully
realize the enormity of the dangers of your corporation's proceeding
at this time with its construction plan, however regrettable failure
to proceed may be to you and to us. We are agreed that, if we were
confronted with a situation such as the textile industry faces at
this time, we would make the same decision.
At our meeting on September 7, an order was passed by the Council,
of which, for your information, I enclose a certified copy.
The Council requested that I ask our consulting engineer to furnish
us a statement of the additional costs of furnishing utilitites
(water and sewer) which were incurred by the City of San Marcos for
the purpose of accommodating the Cone Mills Corporation properties.
Under date of September 19, we were furnished that statement, and
for your information we are more than pleased to enclose a copy,
and we shall be glad to have your comments or suggestions with
respect to any matter, which in your opinion, is improperly
included in the figure which the engineer arrived at. In addition
to the engineering expense, we incurred the expense of ?250.00
for the street right -of -way and $250.00 for the netting fence
constructed on the right -of -way, making a total of $16,515.80,
as shown on the enclosed summary of costs.
