<br />REGULAR MEETING DECEMBER 21, 1955 <br /> <br />1M <br /> <br />On this, the 21st day of December, 1955, at 2:00 p.m., the City Council of <br />the City of San Marcos met in a regular ~eting at the City Hall in San Marcos, <br />Texas, with the following members present and participating: <br /> <br />I <br /> <br />Frank E. Dietterich, Mayor <br />Coy De Viney, Alderman <br />C. M. Allen, Alderman <br />S. R. Beecroft, Alderman <br />Frank D. Hill, Jr., Alderman <br />Harold G. Smith, Alderman <br />Ann Ziemke, City Secretary <br />Others present: W. G. Barbee Contractors Representatives of Civic Clubs <br />Frank T. Drought <br /> <br />A quorum being present, Mayor Dietterich called the meeting to order and the <br />following transpired: <br /> <br />W. G. Barbee made a report on the sewer survey which is now in progress. He <br />stated that he had thought it best to delay sending the letters concerning tie-ons <br />to the sewer line until early in the year, when many of the Latin Americans will <br />be returning from crop harvesting. He stated that after the first of the year, <br />these letters will be mailed. <br /> <br />Mr. Barbee reported that final arrangements for buying the Henry Kyle lot <br />have not been completed. He stated that the matter has been turned over to Terry <br />Jacks, as Ernest Morgan had been very bUSY. He stated that the delay waa due to <br />the fact that certain papers will have to be obtained from the McNaughtons in <br />order to close a portion of High Street. Mr. Barbee also stated that, if we find <br />it impossible to close High Street, it will be possible to build the fire station <br />on the Henry Kyle lot only, even though there will be less room. <br /> <br />There was a discussion on accepting and opening the fire station bids. <br />Alderman Allen made a motion that we accept only the bids that are in at the <br />time of the meeting. Any bids arriving after the meeting will be rejected. <br />Alderman Beecroft seconded the motion. A vote was taken which resulted unanimously <br />in favor of the motion. <br /> <br />I <br /> <br />Frank T. Drought, Engineer, San Antonio, Tex., opened the fire station bids <br />and read them aloud. They were as follows: <br /> <br />Allen & Wilson, Denison, Tex. <br />Bowman Const. Stokes, San Marcos <br /> <br />- $ 66,693.00 <br />62,067.85 <br />78,932.00 <br />76,939.00 <br />64,980.00 <br />59,492.00 <br />68,812.00 <br /> <br />150 days <br />150 days <br />225 days <br />160 days <br />130 days <br />120 days <br />120 days <br /> <br />After reviewing the bids, it was stated that the lowest bid was higher than <br />the figure which had been allowed for fire stations in the warrant issue. <br />A discussion was had, after which, Alderman Hill made a motion that Frank T. Drought, <br />as engineer and architect, be instructed to proceed with negotiations with the three <br />lowest bidders, starting with the low bidder and working up, in order to get the <br />buildin9 construction costs down to approximately $50,000.00, which is the amount <br />which has been set up in the warrant issue, and to report back to the Council. <br />Alderman Allen seconded the motion. A vote was taken which resulted unanimously in <br />favor of the motion. The Council unanimously agreed that, if the costs could not <br />be brought down, then all bids would be rejected. <br /> <br />I <br /> <br />There was a short discussion on insurance for the new Recreation Building. <br />No definite action was taken, however, Alderman Smith stated that the insurance should <br />not be less than 8Q%. <br /> <br />The Council then discussed Mrs. Lloyd (Birdie King) Sparkman's delinquent taxes. <br />Mr. Barbee stated that this was an exceptional case. Mrs. Sparkman owes back taxes <br />from 1927 to 1939 on Farm Block pt of 23 as follows, <br /> <br />City Taxes <br />School H <br />Pen.1I Int. <br />Total <br /> <br />- $ 255.03 <br />135.50 <br />499.50 <br />$ 890.03 <br /> <br />Mr. Barbee stated that Mrs. Sparkman is blind, using a cane and seeing-eye dog. She <br />had stated that she has the money to pay the taxes, but she does not have enough to <br />pay the penalty and interest which is due. She had stated that she sincerely wishes <br />to clear these back taxes if at all possible. She has paid the current taxes since <br />she has had charge of the property. Mr. Barbee stated that he understands that she <br />owns the property only until she dies, as she inherited it with the provision that she <br />could not sell or dispose of it in any way. She had also stated that the taxes were <br />
