Mrs. Sparkman had stated that she has <br />I v ery little income ,but that she had saved enough in order to pay the back taxes. <br />The Council was of the opinion that Mrs. Sparkman was due some consideration <br />due to her condition and the fact that she was carrying a burden which was placed <br />on her by ineri tance. Alderman Allen made a motion that the Council cancel all <br />the penalty and interest on the back taxes which Mrs. Sparkman now owes because of <br />the fact that these penalties and interests accrued prior to her owning the <br />property, and the fact that she is blind and has paid all current taxes since <br />she has owned the property. Alderman Beecroft seconded the motion. A vote was <br />taken which resulted unanimously in favor of the motion. <br /> <br />Mr. Barbee reported that Latin-Americans have been requesting that they be <br />aBDwed to buy cemetery lots in the City Cemetery. He stated that the Protestants <br />cannot be buried in the Catholic Cemetery and that, up until the present time, <br />the Latin Americans have been using the Martindale Farm cemetery which is now <br />filled. After a discussion on this matter, Mayor Dietterich suggested that <br />Mr. Willard Pennington be consulted. Alderman Allen made a motion that this <br />problem ~ submitted to the Cemetery Association for further consideration, after <br />which, they could report to the Council with their recommendations. Alderman <br />Smith seconded the motion. A vote was taken which resulted unanimously in favor <br />of the motion. <br /> <br />Mr. Barbee then reported that a Mr. Gteer is planning to open a second-hand <br />car business on the Vaughn Lot on West San Antonio Street. Mr. G~er has taken <br />the trees and curbing away, and has asked Mr. Barbee if he might level the front <br />of the lot in order for the entire front of his property to be used as an <br />entrance of a sort. Mr. Barbee stated that he gave Mr. Gteer permiSSion to do <br />this, subject to the fact that, should it become necessary for the City to <br />p~ace meters along his property in the future, he would allow this to be done. <br /> <br />There was a short discussion on a letter received from Ernest Morgan concerning <br />the Library Lot. The Council agreed that Mr. Morgan should be contacted to determine <br />the proceedings necessary in order to get a clear title on the lot. <br /> <br />There was a report made by Mr. Barbee on the work that has been done on <br />the 1956 Street Improvement Planning. He stated that he and Mr. MCWilliams, <br />Street Superintendent, have shown the streets that were improved in 1954 and <br />1955, by coloring said streets on a map. He stated that, after the streets <br />needing repairs have been determined, they will be marked on the map so as <br />to give a complete picture. Mr. Barbee also stated that there is no outlet <br />from town in the section near Academy. He stated that Mrs. Fisher owns <br />property on Academy which would be excellent as an outlet, if an easement <br />could be obtained. This would tie in to Alamo and Academy., and give <br />an outlet to the school and relieve traffic on Chestnut and Academy.
