<br />On this, the 1st day at August, 1956, at 2:00 P. M. the City Council of the
<br />of San Marcos, Texas met in a regular meeting at the City Hall in San Marcos
<br />the following members present and participating:

<br />Max Smith, Jack Harper, Kenneth Weatherford, C. V. Carson, Mrs. C. V. Carson,
<br />Charles H. Bass, Cullen Crews, O. R. Patterson, Herbert Holcombe, Paul Rogers,
<br />Rodgers Storey, Emmett Colvin, Walter Buckner, Ernest Morgan, Eugene Posey, Walter
<br />Feltner, W. G. Barbee, Fredericka Hopkins, and numerous other interested'citize~s.

<br />A quorum being present, the meeting was called to order by Mayor Frank E.
<br />Dietterich and the following transpired:

<br />Mr. B. R. Gulledge came before the Council to give a resume of what took
<br />place at a meeting with members of the Highway Department on Tuesday, July 31st.
<br />He stated that he would give a few of the questions, and the answers given by the
<br />Highway Department representatives, as follows:

<br />1. Can either of you or Mr. Bluestein assure the City that the route of
<br />Highway 81 will stay where it is? They answered they could not so assure the
<br />City as it might be feasible to alter the route.
<br />
<br />2. If the right-of-way was bought south of the circle, when would construction
<br />start? Not later than January or February next.
<br />

<br />3. If the City bought from Arredondo's Cafe on south to the City Limit lihe
<br />would this nail down the present route? The answer was "yes".
<br />
<br />The Highway Department people further stated that it was their desire that this
<br />part, namely, from Arredondo's Cafe south to City Limit line, be purchased by the
<br />City as they would like to let one contract on this as quickly as possible.
<br />
<br />They also said it would bring to San Marcos the revenue of a weekly payroll of
<br />from $5,000.00 to $6,000.00 and some $300,000.00 in purchases.
<br />
<br />Mr. Gulledge further stated his understanding that if the City did not buy this
<br />part ot the highway the Highway Department will stop 1500 feet on the other side of
<br />the City Limit line, and by doing this they could then easily take a different route
<br />from there. He also said that he telt if the City purchased this part of the right-
<br />of-way for $80,000.00 they would not be violating the taxpayer's trust.
<br />
<br />This was his recommendation: That the City purchase the right-of-way from
<br />Arrendondo's Cafe south to City Limit line within the next two weeks for approximately
<br />$80,000.00; authorize and notify Mr. Travis Long of Highway Department; and re-employ
<br />Mr. J. Will Campbell to get the job over as soon as possible.

<br />An informal discussion was heard from several interested parties present and all
<br />favored the purchase of this part of the right-of-way.

<br />Mr. S. V. Bingham, property owner on the east side of right-of-way said that the
<br />City was bound in honor to purchase the entire right-of-way. He further stated that
<br />if the City wants to keep its honor it will have to pay him for his property.

<br />Mr. Gulledge then said he wanted it to be known that he wasn't asking tor anything,
<br />but to nail down this part of the highway right-of-way-- and then if the City saw fit
<br />to pay Mr. Bingham and Mr. Tuttle and others that have signed de9ds well and good, but
<br />he asks for nothing.
<br />
<br />After all parties had been heard Mayor Dietterich asked that the Councilmen be
<br />permitted to discuss the question in an executive session and they would announce their
<br />decision at a later date.
<br />
<br />The next matter taken up was the matter of Mr. Dietterich's resignation as Mayor.
<br />Mr. Dietterich spoke, and stated that he had sent a letter to each of the Alderman
<br />
<br />(a copy of his letter follows these minutes).
