<br />~~ <br /> <br />Each Councilman then took occasion to express his regret at Mayor Dietterich's <br />decision to re~ign . <br /> <br />Mayor Dietterich then said again, as he had in his letter, that he had this <br />action under consideration since January, 1956; that he had been under the doctors <br />observation for some time; also that his business was requiring more and more of <br />his time. <br /> <br />Mr. Hillburn made a motion that Mr. Morgan draw up a formal letter setting forth <br />the great services Mayor Dietterich had rendered the People and City of San Marcos, <br />to be signed by each Alderman, so that Mr. Dietterich will have a memento of his <br />services as Mayor. <br /> <br />Mr. ~llen said all hated to see Mayor Dietterich leave as all had enjoyed serving <br />with him and that he had accomplished more than any other Mayor. <br /> <br />I <br /> <br />Mr. Beecroft said that under his administration the most progress ever had been <br />made and that he had done the City the greatest service of any man. <br /> <br />Mr. Allen then seconded the pending motion. A vote was taken which resulted <br />unanimously in favor of the motion. <br /> <br />Mr. Beecrott then made a motion to accept with great regret Mayor Dietterich's <br />resignation. Mr. Davis seconded this motion. A vote was taken which resulted unanimously <br />in favor of the motion. <br /> <br />Mayor Pro-Tern Calvin M. Allen then took the chair as acting Mayor. <br /> <br />A motion was offered by Mr. Beecroft, that the City pay Mr. Tom Oliver, Jr. <br />the sum of $654.50, for his services in connection with the right-of-way matter. <br />Mr. Hillburn seconded the motion. A vote was taken which resulted unanimously <br />in favor of the motion. <br /> <br />Next on the agenda was the matter of comoensation to J. Will Campbell for his <br />services in connection with the Highway 81 right-of-way negotiations. <br /> <br />Mr. Beecroft made a motion that Mr. Campbell be paid the sume of $1,500.60 in <br />accordance with the terms of an agreement to that eftect signed by Mayor Dietterich <br />and all the Aldermen dated July 26, 1956. This agreement is appended to and make <br />a part of these minutes. <br /> <br />I <br /> <br />Mr. Davis seconded the motion. A vote was taken which resulted unanimously in <br />favor of the motion. <br /> <br />The next matter taken up Was the partial payment for sewer taps by citizens <br />unable to pay in full. It was mutually agreed by the Aldermen that Mr. Barbee should <br />be giv~n authority to extend this accommodation to those citizens requiring same. <br /> <br />The City Water situation with regard to the possibility of establishing a summer <br />rate, came under discussion. Mrj Willie Posey, Water Superintendent, spoke to the <br />Council and gave figures showing the capacity of the present pumping equipment, and <br />that at times of greatest use, such as the current month, it was only just about able <br />to meet the requirements. <br /> <br />The Council agreed unanimously at once that no summer rate was feasible, and <br />that citizens should conserve water by avoiding waste. <br /> <br />Mr. Jack Harper ot the Bond Re-purchase Committee reported to the Council. Mr. <br />Harper reported that they had bought back $ 116,000.00 of the San Marcos Highway Right- <br />of-Way Bonds, and were negotiating for $7,000.00 more. It was further stated that <br />the balance of outstanding bonds of this issue are the property of University of Texas <br />Trust, which cannot sell them. Therefore it was considered advisable that the City I <br />proceed to buy U. S. Government Bonds of maturities approximately the same as the <br />City bonds still outstanding. In this way the interest on Government Bonds will <br />almost take care of the interest which must be paid on City bonds, and as the Govenment <br />Bonds mature and are paid in future years the funds from same will payoff these City <br />Bonds. <br /> <br />Mr. Beecroft made a motion to buy $100,000.00 in U. S. Government Bonds in maturity <br />sequence. in accord with the years that City Right-of-Way Bonds are due. Mr. Hillburn <br />seconded the motion. A vote was taken which unanimously was in favor of the motion. <br /> <br />DiSCUSSion of City Operating Expenses were then taken up. Mr. Barbee presented <br />a resume which showed that the operating expenses from 1956 will be normally $53,739.17 <br /> <br />~ <br />
