<br />101 <br /> <br />REGULAR MEETING SEPTENIBER 5, 1956 <br /> <br />On this, the 5th day of September, 1956, at 2:00 P. M. the City Council of the <br />City of San Marcos, Texas, met in a special meeting at the city Hall in San Marcos <br />with the following members present and participating: <br /> <br />I <br /> <br />Calvin M. A\len, Acting Mayor <br />B. D. Hillburn, Alderman <br />S. R. Beecroft, Alderman <br />Herman Korff, Alderman <br />W. M. Davis, Alderman <br /> <br />Others present were: <br /> <br />Wa11ace Barber, Walter Buckner, S. V. Bingham, <br />W. G. Barbee, Fredericka Hopkins <br /> <br />A quorum being present, the meeting was called to order by Acting Mayor Calvin <br />M. Allen and the following transpired: <br /> <br />A Plat of the Goers Addition # 2 was presented by Mr. Wallace Barber for <br />approval. After a study of this plat, Alderman Beecroft made a motion that the <br />plat be approved. Alderman Hillburn seconded the motion. A vote was taken which <br />resulted unanimously in favor of the motion. The Plat follows these minutes and <br />is a part hereof. <br /> <br />Mr. Barbee presented to the Council a proposed ordinance adopting the Milk <br />Ordinance and Code of 1953. Mr. Barbee Dointed out that the only difference in <br />this Milk Ordinance and the one now in effect is the prohibiting of selling raw <br />milk in the city of San MaJ:cos. After some discussion it was agreed by all to <br />adopt a recommendation made by Alderman Beecroft that a clause be inserted <br />stating that nothing .in the ordinance will prevent a family owning one or two <br />cows for their own u~e, from selling the surplus milk to a direct consumer. <br />It was further agreed that at the next regular meeting the milk ordinance so <br />changed again be brought up for adoption. <br /> <br />I <br /> <br />Mr. A. Y. h\cWilliams then presented information gathered on the proposed <br />sewer line in Millview Addition. This would take in Eastwood, Meiners, Mills, U.S. <br />Highway Business Route 81, Zunker, Seguin, Second, and Third Streets. It will <br />take 7,500 linear feet or one and one-half miles of 6 & 8" pipe. The approximate <br />cost for materials for this sewer line will be 55,566.08. Mr. Barbee stated that <br />an additional $2,500.00 would have to be added to this amount to tie into tie ons, <br />but the City would be reimbursed for this later on. It was disclosed that there <br />would at present be fifty-two new customers on this line and in the future around <br />fifty additional. After some discussion it was decided to bring this matter of <br />the sewer line to Millview, before the Council after relief at the lift station <br />has been established. <br /> <br />Next business to come berore the Council was recommendations made by Mr. Frank <br />Drought for relief at the Lift Station. His recommendations were as follows: change <br />variable speed motor to a 30 horse-power motor; put ~ ten and one-half inch impellor <br />into that pump; a~d put two new nine and one-half~~pellors into other two pumps. <br /> <br />Several of the Aldermen Were in disagreement in having Mr. Drought install <br />these changes. Instead it was decided to contact Mr. McKinley of the San Antonio <br />lwachine & Supply Company, arranging for him to come and tell the Council what he <br />thinks should be done in order to give relief at the Lift Station. It was brought <br />out that Mr. McKinley was called when the Lift Station was first installed, and <br />found faulty installation and corrected same. Telephoned at once, Mr. McKinley <br />agreed to inspect the Lift Station September 7th. <br /> <br />I <br /> <br />Mr. S. V. Bingham, who has property close to the lift station, stated that from <br />the very beginning the Lift Station had not done the work efficiently, as he had <br />fished close by and had seen where it had overflown from the beginning of its <br />installation. <br /> <br />Mr. Harry Hanagriff, a former employee then came before the Council stating <br />that he did not think Mr. Wilson had done right by letting him go when he left <br />for a 60 day leave of absence. Mr. Wilson stated that be had told bim that if <br />he left for the 60 days his job would be filled as it was too hard to train a man <br />just for 60 days. Mr. Hanagriff took it over Mr. Wilson's head and saw the <br />recently resigned Mayor Frank Dietterich. Mr. Dietterich, he claimed, had told <br />him he could have his job back. The various Aldermen expressed their ideas of <br />the situation, and stated that the employees are responsible to the heads of <br />departments, and they to Mr. Barbee, and it is up to the department heads to operate <br />
