<br />102 <br /> <br />their departments efficiently and if the Sewer Plant Superintendent saw fit to hire <br />someone in Mr. Hanagriffs absences, that was up to him. <br /> <br />~ <br />~ <br />,~I <br />>1 <br />er:: <br /> <br />It was then stated what a fine job Mr. Wilson had done as Sewer Plant Superintendent. <br />It was brought up that Mr. Wilson needed a water line to the Lift Station so it could <br />be washed out. The Aldermen unanimously agreed that a water line be installed to <br />the Lift Station. <br /> <br />Next on the agenda was the appointment of a Chairman for United Nations <br />Observance Day and to declare October 24th as United Nations Day. Mr. Hillburn made <br />a motion that Dr. R. B. Reed be appointed Chairman for United Nations Observance <br />Day. Alderman Beecroft seconded the motion. A vote was taken which resulted <br />unanimously in favor of the motion. <br /> <br />I <br /> <br />Chief Allbright came before the Council stating that the jail is inadequate. <br />He further stated that la~tyear they had a total of 460 guests in the jail and at <br />one time thirteen were in the jail at once. The jail should have more than one cell <br />as one cannot mix juveniles with adults, and sometimes women are guests. Chief <br />Allbright presented a rough sketch of what he would like to see the small garage <br />shed in rear of the City Hall remodeled into. This would consist of t,"o cells, one <br />with an iron cage; two offices one for dispatchers and the other for the Chief <br />of Police. It was estimated that this would cost approximately $3,500.00. A motion <br />was made by Alderman Hillburn to have Richard Pustejovsky draw up plans on the <br />proposed police station and jail; and that bids be called for after the plans are <br />approved. Alderman Beecroft seconded the motion. A vote was taken which resulted <br />unanimously in favor of the motion. <br /> <br />Mr. Davis made a motion to discontinue charging individuals to dump garbage at <br />the dump grounds. Mr. Hillburn seconded the motion. A vote was taken which resulted <br />unanimously in favor of the n\otion. <br /> <br />Next business was the discussion of buying the right-of-way property belonging <br />to Mr. Roy Lane, Mr. Eeecroft stated that he thought a fair settlement ,"as proposed <br />in Mr. Lane's letter of August 21, 1956, which is attached to and is a part of <br />these minutes. Alderman Beecroft then made a motion to pay Mr. Lane $2,600.00 for <br />that portion of his property needed for the right-of-way, and let him keep his house, <br />(see, Mr. Lane's letter). Alderman Hillburn seconded the motion. A vote was taken I <br />which resulted unanimously in favor of the motion. <br /> <br />Mr. Hillburn brought to the attention of the Council that September 6th was <br />the meeting day of the Water Conservation Program in Austin. He stated that it <br />was hoped that the cities and counties would each have a representative present at <br />this meeting. Mr. Hillburn was then appointed to represent the City of San Marcos. <br /> <br />The Wimberley Alley problem was brought before the Council and it was unani~ously <br /> <br />agreed that Mr. Wimberley, to get any action, should hire a licensed surveyor and <br />have the land concerned surveyed, and bring a plat thereof before the Council. <br /> <br />There next came un the matter of a request by Mr. S. V. Bingham that the City <br />reimburse him for a pr~perty purchase he made some time ago, in the belief that the <br />City intended to acquire his present property on Highway 81, for the expanded right- <br />of-way of the Highway, north of the Circle. <br /> <br />After some discussion, Mr. Allen stated that when Mr. Bingham's property is <br />acquired by the State for the right-of-way, there will be a narrow strip left, and <br />the City might have use for it. Mr. Bingham stated he did not know just the acreage <br />represented by the strip, but would look up his deeds. He then left the meeting. <br /> <br />Further discussion ensued and Mr. Hillburn offered a motion, seconded by Mr. <br />Beecroft, that the City offer Mr. Bingham $500.00 for the long narrow triangular <br />strip of land which will remain to Mr. Bingham after the rest of his property on I <br />Hilghway 81 is acquired by the State for the expanded right-of-way of that Highway, <br />all according to official Highway Maps. Alderman Hillburn then suggested. that <br />there be included in the motion the requirement that if Mr. Bingham accepts the <br />offer of $500.00 for the strip of land, he also in writing waive ar.y and all claims <br />against the City on account of his purchase of land, as mentioned above.ein these <br />minutes. The motion thus amended was unanimously adopted on being put to a vote. <br /> <br />It was then unanimously decided that Acting Mayor Allen be authorized to <br />negotiate with Mr. Bingham on the above matter. <br /> <br />There being no further' business to discuss, the meeting adjourned at 4.30 P. lv\. <br />
