It was
instructed that bids on same be obtained.

!:'R1

Asked tc report on the Highway 81 Right-of-Way purchases, Mr. Barbee stated that
he was expecting a full report from Mr. Oliver any time, but that meantime he had
talked with him on the telephone and Mr. Oliver stated that the Feltner, Roy Lane,
and Frank J. Peters purchases were fully completed; that Mr. Fields and Mr. Leggitt
were ready to sign; and that three Latin-American citizens were about ready to be
concluded. Also on this matter Mr. Barbee was instructed to advise Mr. Oliver to
wri te Refugio Padilla ( who has been asking far too much for a very small 11' by
40' tract) to come to reasonable terms or the City must condemn.

I

Mr. McWilliams then spoke to the Council abqut the water sump at Union and
Hutchison Streets, where water coming down Hutchison Street is impeded from entering
the river. He stated that the City has a quantity of broken 12 inch tile that
could be used to drain this sump. The Council by mutual agreement ordered Mr.
McWilliams to install this tile.

Mr. Allen then brought up the matter of an article in "Readers Digest"
about employees of several small cities in the north who fill multiple jobs,
or interchangeable jobs, such as combination Firemen and Policemen, and Firemen
filling clerical positions for the cities when not caring for equipment or at drills
or fires. After discussion, Mr. Barbee was instructed to write the Texas Municipalities
about possible courses on such cooperation among employees, and also as to improved
cooperation and relations with the public. Mr. Damon of the Chamber of Commerce
was called to the meeting, and stated that the Extension Bureau of the University
of Texas very possibly has courses of this nature. Mr. Barbee stated he would take
this possibility up, if the Texas Municipalities have nothing to offer.

There being no further business to discuss, the meeting adjourned at 4:00 P.M.

The foregoing and above minutes is a true and correct record of all matters I
transpiring at the regular meeting held on October 18, 1956.

/

'Ii'
/ /

ca~-~:~~M?~--',~en, Mayor ~~~~_ ..~i--"

,; Xi".'
