<br />;;<7 <br /> <br />~~ <br />-' ~, <br /> <br />REGULAR MEETING OCTOBER 24, 19~6 <br /> <br />On this, the 24th day of October 1956, at 2:00 p. m. the City Council of the <br />City of San Marcos, Texas, met in a regular meeting at the City Hall in San Marcos, <br />wi th the following members present and participating: <br /> <br />I <br /> <br />Calvin M. Allen, Acting Mayor <br />B. D. Hillburn, Alderman <br />Herman Korff, Alderman <br />W. M. Davis, Alderman <br /> <br />Others present were: <br /> <br />Henry C. Kyle, J. R. Wilhelm, Harold Smith, Emmett Colvin, W. G. Barbee, <br />Fredericka Hopkins. <br /> <br />A quorum being present, the meeting was called to order by Acting Mayor C. M. <br />Allen and the following transpired: <br /> <br />As the :first business of the meeting Acting (I!Layor Allen presented a letter, <br />together with a Reciprocal Agreement betlNeen the City or Sen Marqos and the firm <br />oflim. J. Graham & Son, operating Gary Air Field. After the agreement waS read to <br />the Council by Mr. Barbee~ a motion was made by Alderman Hillburn that the ~eciprocal <br />Agreement between the City of San iviarcos and Wm. J. Graham & Son, which has been <br />considered by the Council, be approved and 'accepted, and that the Acting lvlayor be, <br />and he hereby is, authorized to execute the same on behalf of the City; and that the <br />said agreement follow these minutes and be a part hereof. Alderman Davis seconded <br />the motion, VJhich on being put to a vote, was unanimously ad.opted. <br /> <br />I <br /> <br />The City Budget for the fiscal year 1956-57 was' then brought before the Council <br />for Public Hearing and discussion. On this subject, Mr. Henry C. Kyle questioned <br />the advisability of., and sound necessity .for, various inc:r:eases and additions to <br />City expenses during the past few years, as since 1951, especially mentioning ior <br />instances the increasinr police protection provided; excessive garbage collections <br />charge to citizens; and the sanitation department. Mr. Kyle also advocated a complete <br />audit and publication of all expenditures by the City in detail. He also said the <br />City operated on borrowed money, always, in the red. <br /> <br />It was pointed out by Mr. Emmett Colvin that costs of operating any kind of <br />business had vastly increased since 1951, and this would include operating a city of <br />course. Then Mr. Allen said he wyndered if Mr. Kyle had considered how much more he, <br />Mr. Kyle, was now forced to spend for living costs, than in 1951. Mr. Barbee explained <br />that of course the City borrowed in anticipation during middle 1956, for instance, <br />of 1956 taxes which don't come in until October 1st. <br /> <br />It was then brought out that the police department was very nearly self-sustaining, <br />from its traffic and other law violations fines, etc. <br /> <br />Judge Wilhelm then spoke to the Council and discussed the relatively very low <br />civic expenses of a quarter-century and more ago. <br /> <br />A discussion then ensued based on the Budget provisions concerning automobile <br />expense allowances to various City employees. It was agreed that this practice should <br />be abolished whenever possible. <br /> <br />Mr. Hillburn then made a motion that effective November 1, 1956 the following <br />changes be made on the payroll: <br /> <br />I <br /> <br />1. Car allowance of Norman Jackson be changed from $100.00 a month to <br />$50.00 added to his present salary, and a $50.00 on car allowance. <br /> <br />2. Abolish car allowance of $100.00 to Chief Allbright and that this <br />sum be added to his present salary. <br /> <br />3. Car allowance of $100.00 be abolished for Jack Major, and in place <br />be given a pick-up truck from Street Department, with all gasoline and up-keep <br />furnished by the City. <br /> <br />4. The City's garbage trucks are to be parked at the Sewage Plant, <br />doing away with the $30.00 month now paid for storage for these trucks on Mr. Lanes <br />property. <br /> <br />~ <br />
