<br />/47 <br /> <br />~ <br /> <br />REGULAR MEETING DECEMBER i, 1956 <br /> <br />On this, the 7th day of December 1956, at 2:00 P. M. the City Council of the City <br />of San Marcos, lexas, met in a regular meeting at the City Hall in San Marcos, with <br />the following members present and participating: <br /> <br />I <br /> <br />Calvin M. Allen, Mayor <br />3. R. Beecroft, Alderman <br />B. D. Hillburn, Alderman <br />Herman Korff, Alderman <br />W. M. Davis, Alderman <br /> <br />Others present were: <br /> <br />Raymond Russell, Jr., Don McNay, W. G. Barbee, A. Y. McWilliam, and <br />Fredericka Hopkins. <br /> <br />A quorum being present, the meeting was called to order by Mayor u' M. Allen <br />and the following transpired: <br /> <br />Mr. ,{aymand Russell, Jr., came before the Council in regard to the City acquiring <br />ris property on Highway 81 far expanded right-oF-way. He stated that his pumps (Phoenix <br />Company Filling Station) will only be 6" from the proposed property line. Mr. McNilliams <br />','vas-- then called upon. He stated that in the latter p&rt of 1954 when Mr. C. H. Tucker, <br />then Ii\li th Phoenix Refining Company, came to get permission to build a station on this <br />property, he took him out and showed him on the ground where the new proposed prop- <br />erty line would be, as was 'Shown by the Highway 81 Right-of-'Nay map prepared in <br />September, 1954. <br /> <br />I <br /> <br />City Council members then said they felt that Mr. Russell's company was on notice <br />and should have known not to locate the pumps at that point after being shown exactly <br />where the line would be, The Council members further stated that the Highway Depart- <br />ment was curbing and guttering a 20t strip to be used for utilities, but that a <br />property owner could use it as a driveway. Mr. Russell stated he would lose about <br />1500 feet of concrete driveway. It was suggested that Mr. Russell contact the Highway <br />Department and see if he can leave the islands where they are located. Mr. Russell <br />left saying he would contact the City after he had talked with Mr. Tucker and the <br />Highway Department. <br /> <br />Next to come before the Council was Mr. Don McNay representing the Lewis Equipment <br />Company of San Antonio. He stated that they have a Buckeye Se:rvice Ditcner that sells <br />for $2.5,000.00, but his company has a used ditching machine for $8,500.00 that he would <br />very much like to see the City purchase. After a short discussion the Council thanked <br />him for coming and stated they would take the matter under advisement. <br /> <br />A letter from Mr. Fl'ank DrOUGht was brOUGht to the attention of the Council in <br />regard to services he states he r~ndered in 1954 pertaining to an investigation of <br />waste problem from the then proposed Cone Mills. The City Council after some discussion <br />instructed Mr, Barbee to write Mr. Drought stating that if they actually owed the <br />amount or any amount, he shOUld have submitted a bill long before this d3tC, and they <br />didn't believe they owed it, and were not prepared to consider it. <br /> <br />Next on the Agenda was the presenting or en option contract by Mr. J. C. Hartley <br />which calls :for payment to be made for cemetery lots for the Mausoleum on OT befoT8 <br />the 14th day aftsI' the mausoleum is beaun. After some discussion it was decided to <br />write a new option contract stating th;t payment must be made befoTe construction of the <br />mausoleum has begun, and give a six month option on said lots rOI' the purpose. <br /> <br />I <br /> <br />Graveling the short runway at the airport next came up. It will take between 500 <br />ana 600 yards to gravel approximately 400 feet. It was estimated it WQuld take two or <br />three days to haul gravel and one day to get started at a cost of $1.00 per yard. <br />All Council members W8:I'e in agreement that this should be done~ and it was so ordered. <br /> <br />A policy of requiring curbs and gutters to be put in by property owners before <br />streets are paved was discussed by the Council. 0~nce no streets are in the process <br />of ~eing paved now or in the near future no definite action Was taken, but it was <br />decided that it would be a good policy to put it in effect. <br /> <br />The matter or the City h2.ving small city maps made and distribut:ed by the Chamber <br />of Commerce was brought to the attention of the Council~ After some discussion it <br />~\jas pointed o'tJt that l1.ndy Colgin had re-drawn the city map, so the Council asked that <br />MT. He Iter Buckner get an estimate as to how much the small maps could he printed for. <br />
