Application for Extensions The subdivider, or other person, desiring approval of a map or plat for a subdivision, shall file with the preliminary plan of such subdivision, a utility map showing the de&ign, size, locatiOn, .nt:I,I'''. The map shall be kept by the City for future use and the City Engineer shall make an accurate study or survey and prepare an estimate of the cost of such extensions and improvements and shall approve or disapprove the same. If the proposed improvements are disapproved, the city Engineer shall state briefly in writing his reasonS therefor SECTION B; Contract for Extensions After the plans and specifications are approved and,thesosts estimated by the City Engineer or Superintendent of Utilities, the subdivider shall contract with the City of San Marcos, which contract shall be in the form recommended by the city, wherein the subdfvider agrees to make such extension in accordance with specifications required by the City and will further agree that upon completion of said extension that they will become the property of the City of San Marcos, free and clear of all encumbrances. The actual construction may be by contract with the utility Department of the City of San Marcos or by private contract, but in any event such construction shall be in accordance with standards approved by the City of San Marcos. 16
