<br />I <br /> <br />II <br />I <br /> <br />II <br /> <br />"l <br /> <br />",,r.)..~ <br />~ <br /> <br />The City Manager reported that daily operation of the City is handi- ~~cj <br />capped by the lack of adequate surveys and maps necessary to carry out pro- <br />gressive planning. Due to intermittent requests by the Council for informa- <br />tion on various projects under consideration, they require separate indivi- <br />dual study and reports, often necessitating actually going out in the field <br />to get the information from the ground. Therefore, it would be very bene- <br />ficial that there be available street map5, showing types of pavement, water, <br />sewer, gas and electric maps showing service available. After some discussion, <br />the Council authorized the City Manager to investigate the possible cost of <br />this type of maps and surveys. <br /> <br />The City Manager reported that Management Information Service is a <br />consulting service by mail available to cities on a subscription basis and <br />charges for the service is based on population, therefore, with San Marcos <br />falling in the 5,000 - 10,000 population group, making a cost for this sub- <br />scription to the City of San Marcos of $50.00 per year. He stated that <br />this Management Information Service is composed of many informative matters <br />from cities allover the U.S., many items of which have recently been under <br />consideration by the Council and felt that the City would benefit from being <br />a member. A unanimous decision by the Council authorized the City Manager <br />to subscribe to this Service. <br /> <br />It was brought to the attention of the Council that the ladies who <br />have been sponsoring the San Marcos Library have requested that the City <br />Council consider the City making a financial contribution to overcome the <br />deficit now existing in the Library finances. It was recommended that the <br />City Council favorably consider contributing $50.00 per month, beginning <br />October 1957 through March 1958, to assist in paying the operating cost of <br />this vital service to the people of our community, which was unanimously <br />agreed upon by the Council members. It was also agreed upon by the Council <br />that at the time the City Manager sees fit, he is authorized to make pay- <br />ment of labor and material for painting the Library building. <br /> <br />The Council was informed that the speed limit, on Highway 82, from <br />American Legion Building to U. S. Highway 81, at the present time is estab- <br />lished at 40 MPH and is used by many school children walking to and from <br />school and is considered quite hazardous. It was requested that in the <br />interest of safety, the speed limit should be reduced to 30 MPH with the <br />School Zone to be designated from the Route 82 turnoff of the Old Post <br />Road to the intersection of the Lime Kiln Road and Old Post Road. By un- <br />animous approval by the Council to change this zone from 40 MPH to 30 MPH <br />and install "School Zone" signs and discuss this matter with the proper <br />Highway Officials before definate action is taken. <br /> <br />The local JayCee Organization informed the Council that they are <br />attempting to have the State Final Meet of the Texas Teenage Driver's Rodeo <br />held in San Marcos. This being a very worthy project and needing all the <br />support that could be given, by motion made by Alderman Hillburn and second- <br />ed by Alderman Davis, it was unanimously decided to submit a Resolution and <br />brochure to the State JayCee Headquarters to show them that the City is <br />supporting the efforts of the San Marcos Chapter in having the honor of <br />holding the finals of this meet in the City of San Marcos. <br /> <br />A property owner in San Marcos had asked for a ruling of policy from <br />the Council as the "paving of alleys" and it was reported that there are <br />five (5) houses built on this alley and yet has never been dedicated to pub- <br />lic use. The Council unanimously decided that upon proper dedication and <br />curbing and guttering, the City would pave this alley. <br /> <br />There being no further business, the Council, on motion, adjourned <br />at 4:30 P.M. <br /> <br />The foregoing and above minutes is a true and correct record of all <br />matters transpiring at the Regular Meeting held on November 12, 1957. <br /> <br />('/' <br /> <br /> <br />Alderman <br /> <br />--# ~ / ~:;li:r~~~ /~i~' <br />fr.
