<br />~;"-:r- <br />;$/ <br /> <br />It was reported by the City Manager that the matter of closing <br />of certain streets and alleys in the G. B. Ezell Addition to the city <br />of San Marcos was requested by the Southwest Texas State Teachers <br />College and to be presented to the Council for their consideration. <br />On motion made by Alderman Steakley and seconded by Alderman Hillburn <br />and with a unanimous consent of all of the councilmen present, the <br />request was approved and the city Attorney was directed to prepare <br />the necessary Ordinance for abandonment and closing of these streets <br />and alleys. <br /> <br />The Council was requested to take affirmative action on Mr. John <br />Stokes' request to open HOOD STREET from Hazelton to Franklin, which <br />was tables for discussion at a later date. <br /> <br />The City Manager informed the Council that Mr. Sam Lyle had pre- <br />sented the final plat of his subdivision and complied with all the <br />ordinances, however, tax certificates had not been received and bond <br />had not been made. The City Manager recommended that the Mayor be <br />authorized to sign same as soon as these requirements had been met, <br />which was put into the form of a motion by Alderman Davis and seconded <br />by Alderman Steakley and received the unanimous vote of the quorum <br />present. <br /> <br />The Council was furnished copies of two ordinances, prepared by <br />the City Attorney, regulating issuance of permits for certain amuse- <br />ments and regulating height of shrubs and fences at street intersections. <br />These items were tables, to be taken up at a later date. <br /> <br />The Council was informed that Mrs. Brunette Tiller has been acting <br />in the capacity of City registrar of births and deaths, for which the <br />fee was 50~ for each certified copy, and it seemed that the present going <br />price is $1.00 and Mrs. Tiller had requested, through the City Attorney, <br />that the Council raise the price to $1.00. The City Attorneys' letter <br />of transmittal read in part: <br /> <br />"This is the first time I have evel' had an occasion <br />to look into this matter. Article 4477, Section 36a, <br />Texas Statutes, provides that the city clerk or city <br />secretary shall be the local registrar of births and <br />deaths. I suppose that at some time in the past, this <br />duty has been taken away from the city clerk or city <br />secretary shall be the local registrar of births and <br />deaths. I suppose that at some time in the past this <br />duty has been taken away from the city clerk or city <br />secretary, and has been placed with Mrs. Tiller, <br />although I do not know when or how that was done, if <br />it was. The fee fo= certified copies of births and <br />death records is not fixed by State Statute, and <br />normally is fixed by the local city government". <br /> <br />An ordinance was presented for consideration by the Council fixing <br />the fees that may be charged for a certified copy of a birth or death <br />certificate. The Ordinance is captioned as follows: <br /> <br />AN ORDINANCE FIXING FEES TO BE PAID TO THE LOCAL <br />REGISTRAR OF THE CITY OF SAN MARCOS, TEXAS, FOR <br />PREPARATION OF CERTIFIED OJPIES OF BIRTH, DEATH <br />AND STILLBIRTH CERTIFICATES. <br /> <br />Upon motion by Alderman Korff, seconded by Alderman Steakley, that the <br />above ordinance be adopted and by unanimous vote of those present, the <br />Mayor pronounced same passed, approved and adopted. <br /> <br />The City Manager made a report on his trip to Fort Worth to the <br />Civil Aernautics Administration which he deemed a very profitable one. <br />He reported certain requirements would be required by the CAA before <br />the City could request and receive up to 50% on any land acquisitions and/ <br />or improvements to the Municipal Airport. CAA approval would be required <br />before any improvements are made at the airport. <br /> <br />Mr. Paul Rogers discussed with the Council the possibility of the <br />annexation of the Spring Lake Hills Estates, stating that at the present <br />time there are fifteen (15) homes and forty (40) lots which he could <br />improve and put up for sale. He stated that he did not know what this <br />property would be assessed for taxes, but thought that they would be <br />approximately same value as assessed by school taxes, approximately <br />$205,000.00, plus the possibility of future building which would bring <br />in additional revenue to the City of San Marcos. <br /> <br />!-:,:,,'-(~ <br /> <br />I <br /> <br />I <br /> <br />I <br />
