2

Incidentally, Kyle has, since 1939, issued $57,000 in bonds
against the water system and has earned enough from the water
income to pay $47,000 on the original debt. In addition, the
city has bought and paid for a fi~e truck and fire hall from
the profits of the water system, Several other municipal
improvements have been made from the same fund.

.

In Lockhart, the services cost:

1st 3000 gallons
Next 7000 gallons @
Next 40,000 gallons @
All above @

$1,50 minimum
,35 pel' m.
.25 per m.
.20 per m.

Those persons living outside the city pay exactly the same rate
as those living inside the city. The city even furnished 150 feet
of the pipe and the customer furnishes the rest, They pump the
water from 8~ miles away and still charge at the above rates.

Gentlemen: This means that we rural users are now assessed and pay
a minimum rate 75c higher for 2000 gallons of water than either Kyle
or Lockhart users for half again as much more water - - - a 3000
gallon minimum. We have not complained, but - - - IS THIS FAIR?

In Luling, the services cost:

,

1st 4200 gallons
Next 5000 gallons @
Next 5000 gallons @
Next 10,000 gallons @
All above @

$1.50 minimum.
.35 per Ill,
,30 per m.
.20 per m.
.15 per m.

Those persons living outside the city pay exactly the same rate
as those living inside the city.

Now you plan to increase this minimum to $3.00 for 2000 gallons.
That $3.00 minimum is twice the minimum to rural users in Kyle
and Lockhart and they furnish fifty percent more water. Blessed
wi th our wonderful supp ly of water, is it really true that the
cost of furnishing water in San Marcos is so much more expensive
than in neighboring conununities?

IV. In a recent issue of the San Marcos Record, it was stated that
rural groups consumed some 71 per cent of the water furnished
through the system but paid for only 51 per cent of the cost.
rf the bills are paid according to meter readings, and if all
~ consumed.!n ~ ~ ~!.l!!ll ~ ~ through meters,

..
