<br />- .....>,-". <br />-.....-;.v <br /> <br />:~""'...."; <br />~~ <br />C) <br /> <br />;-') representatives of the Transportation Committee of the Chamber of Commerce, <br />to meet with the District Engineer and discuss the possibility of securing <br />a direct route from San Marcos to the Canyon Dam 5i te. This suggestion <br />was unanimously approved by the member of the Council. <br /> <br />A report from Dr. A. J. Tickle, City Veterinarian, was read to <br />the Council. Dr. Tickle recommends the use of modified live virus vaccine <br />for the immunization of dogs against rabies in the Citys I 1958 immuniza.tion <br />progr'am. Previously, a dead virus vacclne had been used. Council approved <br />such changes in the annual irmnunization program as were recommended by the <br />City Veterinarian. The City Manager suggested that the Council conslder <br />the employlng of a dog-catcher and the establishment of a dog pound for the I <br />impounding of all dogs found running at large, which have not been pr.operly <br />vaccinated in accordance with the Ordinance regulating rabies cOrltrol. The <br />Council reques ted that the City Manager prepare a suggested program, complete <br />with cost estimates, and report to the Council at a later date~ <br /> <br />The City Manager informed the Council that the City has lost another <br />5% "good fll'e credi tll (from 20% credit to 15%), and that it was estimated <br />that this will cost the residents of San Marcos in excess of $6,000.00 in <br />additional premiums. The City Manager stated that this would €raphasize the <br />necessity for more stringent bUilding, eiectrical and fire prevention measures. <br /> <br />The Council approved signing a renewal contract with the Mis50uri- <br />Pacific Railroad on a site for the location of an asphalt storage tank at $36.00 <br />per annum, (near Texaco warehouse, Union at San Antonio Streets). <br /> <br />The Council was .requested to interpret the meaning of the Garbage <br />Ordinance. Heretofore, the City has charged domestic water users a garbage <br />fee of $1.00, rega.rdless if the service was used or not and there seems to <br />be isolated cases where this appeared to be an unfair chargo. It was the unani- <br />mous feeling of the Council that. the Ordinance should be enforced as it was <br />passed without amendments. <br /> <br />The following recommendations, forwarded by the ?lumbing Board, were <br />submi tted to the Council: <br /> <br />1. Cut-off on water lines. Eadl water service shall have a <br />cut-off provided oa the property side of tha meter. If <br />a seIvi ce cioes not l1ave a cut-off OT the cut-off is not <br />servicable, and, if for any reason water service is dis.... <br />continued to a user, the service will not be restored <br />until a cut-off is ins~alled or the existing cut-off is <br />made serviceable. <br />2~ Define a water' heater as a plumbing fixture rathel' than <br />an appliance and reinstate the requirement of an inspection <br />with the appropriate $1.50 inspection charge. <br />3. Amend Section 917A of the Plumbing Code: Amend the last <br />sentence of this Section to I'eacl: lIExtra He2VV Celst Iron <br />Pipe shall not be used under any slab; concret~ 01' other- <br />wise, in any commercial building, driveway or any building <br />over two siaries in height (basement shall be considered <br />as one story). <br /> <br />I <br /> <br />After some discussion, upon motion made by Alderman Beecroft and seconded hy <br />Alderman Davis that the Amendments to the Plumbing Code be adopted as recommend- <br />ed~ which received the unanimous vote of -the Council. <br /> <br />Mr. Bush Ewing, Principal of the Campus Elementary School, requested <br />to appear before the Council regarding a traffic condition on Roanoke Street <br />between Guadalupe and Austin Streets. Mr. Ewing explained that a small ch(ld I <br />had been hit by a car in front of the school. The child had darted out from <br />between two parked cars and ran in front of an automobile. The child was not <br />seriously hurt. Mr. Ewing requested that the Council prohibit parking and <br />provide ~'0veral cross walks so that the children could cross. The Council <br />asked if the matter had been discussed with the City Manager and Chief of <br />Police. In the absence of a r-ecomrnendation from the City Man.~ger and Police <br />Chief, it was the unanimous opinion of the Councii that the matter should be <br />referred to them for a conference wi th the Superintendef1t of Schools and re- <br />presentatives of the SWTST College. The City Manager was directed to arrange <br />the conference and take such action as was deemed appropl'late# <br />
