.~.~. Mr. E.uger Storey appeaxed before the Counei 1 and requested that be he given a franchise to sell aviation gasoline at the San ~\,I\arcos Municipal Airport. Mr. Storey suggested a payment -co the City of l~ per gallon as pay- ment for tho franchise. Upon motion of Aldr:;;!Irnan Steakley, seconded by Alderman Korff, the Council unanimously approved the granting of a franchise (not exclusive) a& 1* per gallon. ,,, f".", The Council disc'.Jssed the licensing of charter 01' II for hireU planes using the airport... The City Manager t".las: directed to contact the City Attorney and draft an ordinance fix1ng a $25.00 annu21 fee fo:r all cornmercial planes using the field as a base of operations. I The City Manager furnished the Council the tabulation of the bids on the excavating-grading machine as per bid opening of March 6th, as follows: GiTard MacJlinery Company, San Antonio Hi-Nay Equipment Company, Houston Hi-Way i1.achinery Company, DaIle, *Hays County Implement, Kyle $32,776.00 $32,945.00 $32,975.00 $7,77b.75 *Did not meet specifications Alderman Hillburn made a motion, seconded by Alderman Steakley, that the bid of the Girard Machinery Company, San Antonio, in the amount of $32,776.00 be accepted, it being the lowest bid in accordance with the specifications, and that final decision as to method of payment be deferred until the regular meeting of April 8th. Th9 motion was put to vote and the ayes end nayes were as follOYls: AYES: Aldermen Beecroft Davis Hi l1bUI'n Korff Steakley NAYES: None II I Whereupon the Mayor declared the motion passed and approved. The City ~anager suggested that the Council take final action on re- "tcnnlog the service~ of a competent consulting en9ineering firm to assist in the improven\ents and expansion to the sewage disposal plant. After a complete dis- cussion of the merits and qualifications of various engineering firms interested in doing the work for the city, Alderman Beecroft made a motion, which was seconded by Aldermiln Korff, that the City Manager be authorized to prepare and forward an engineering contract to the :firm of Freese, Nichols & Turner, Houston, Texas, for their acceptance. This motion received the unanimous approval of the Council, and the r,';ayo:r directed the City iAanagex to act in accordance with the wishes of the Council.
