<br />I <br /> <br />I- <br /> <br />1 <br /> <br />jE). <br />"~,. 037 <br />"1,',,; <br /> <br />The Council approved the attendance of the Fire '^arshall and two <br />(2) paid firemen at the Firemen's Training School at A & M College July 20-25, <br />necessary for the City to receive the ~ credit on the Fire Rating. <br /> <br />The Mayor and Council took note that Saturday May 17th is Armed Forces <br />Day and that Camp Gary is holding an "open house" to acquaint the people of <br />San Marcos and Hays County with the important work that is being done in <br />training officers of the Armed Forces and our allies. The Mayor urged that <br />all San Marcos residents attend and show their interest in and appreciation <br />for Camp Gary. . <br /> <br />. The Council delayed action on the permit from the MKT RR for the <br />installation of an Ie" sanitary sewer line until the size of the line to be <br />installed is finally determined. <br /> <br />The City Manager reported on the increased number of complaints <br />resulting from an infestation of insects as a result of the unusually wet <br />winter and spring. He recommended the purchase of a "Buffalo-Turbine" type <br />combination sprayer and duster, capable of applying either a dust or making <br />an atomized concentrated spray. It was noted that $1,200.00 had been pro- <br />vided in the Budget for spraying equipment. The City Manager reported that <br />the equipment recommended would cost in excess of $2,000.00. The Council <br />authorized the City Manager to proceed immediately to acquire the needed <br />equipment and, if necessary, to trade in the TIFA fogging machine now owned <br />by the City. <br /> <br />The City Manager reported that a poll had been taken of the employees <br />eligible for participation in the retirement system under consideration by <br />the City Council. After consideration of the benefits to accrue, Alderman <br />Hillburn introduced the following Ordinance and recommended its adoptionl <br /> <br />AN ORDINANCE PROVIDI/l3 FOR PARTICIPATION IN THE TEXAS <br />MUNICIPAL RETIREMENT SYSTEM BY THE CITY OF SAN MARCOS, <br />TEXAS: PROVIDING FOR AND ELECTI1'I3 TO HAVE ALL OF THE ELIGIBLE <br />EMPLOYEES OF All DEPARTMENTS OF THE CITY GOVERNMENT, <br />PARTICIPATE IN SUCH SYSTEMl AND ACCEPTI1'I3 All OF THE <br />OBLIGATIONS AND BENEFITS OF SUCH SYSTEM. <br /> <br />Alderman Davis seconded the motion and upon roll call the ayes <br />and nayes were as follows: <br /> <br />AYES: <br /> <br />Alderman Beecroft <br />Alderman Davis <br />Alderman Hillburn <br />Alderman Korff <br />Alderman Steakley <br /> <br />NAYES: <br /> <br />None <br /> <br />WhereUpon Mayor Allen declared the Ordinance passed and adopted. <br /> <br />The City Manager presented for the Council's consideration a request <br />from Mr. Terry Jacks to vacate, abandon and cancel a plat of a subdivision <br />known as "Zack Williamson Addition to San Marcos, Texas". It was explained <br />that this addition had been divided and subdivided many years ago and had <br />never been used as a subdivision, but had, in fact, been under fence and <br />used as a pasture. The Council noted that the subdivision in question was <br />without the city limits, the lots were less than the required size, the <br />streets were only 30' in width and that the District Court and County <br />CommiSsioners' Court had approved the abandonment, whereupon on motion <br />Alderman Beecroft, seconded by Alderman Davis, the Council unanimOUSly <br />approved Mr. Jacks' request for abandonment. <br /> <br />The City Manager presented a contract between the City and Echols, Inc., <br />granting permission to Echols, Inc. to operate a miniature golf course on City <br />property in the Municipal Park area. On motion of Alderman Davis, seconded <br />by Alderman Steakley, the Council unanimously approved the contract and directed <br />the city Manager to execute it on behalf of the City. The contract to expire <br />on October 1, 195e. <br /> <br />The Council discussed the necessity of maintaining all land values on <br />an equal basis of assessment. Instances have been reported to the council of <br />property owners allowing the improvements on their property to deteriorate <br />thereupon requesting a lower valuation and lessening the value of the adjacent <br />property whose owner is keeping it in good repair. Alderman Hillburn made a <br />motion that the Board of Equalization be requested to maintain all land values <br />on an equal basis of assessment.
