The Council acknowledged the honor
bestowed on the city of San Marcos Police Department with great pride, and
the Mayor stated that the Police Department should be complimented on behalf of
the Council. The Council unanimously approved this action.

.......
Z
(";l
.......,
.....h__'
=

City Manager Fuller informed the Council of The International City
Managers' Association 44th Annual Conference to be held in Dallas, October 19-23
of this year and stated that he would like to attend and requested permission
so to do. Upon motion of Alderman Beecroft, seconded by Alderman Steakley,
the City Managers' request to attend this convention was approved with all
expenses, incident to this attendance, to be paid by the City, which upon roll I
call received a unanimous vote.

The City Manager stated that he felt that a follow-up program should
be established regarding delinquent parking tickets, which received the unani-
mous approval of the Council.

At the special meeting of the Council on August 7th, the City Manager
reported to, the Council that Mr. Joe Hutchison, Superintendent of Schools,
speaking for the San Marcos School Board, had requested that the City extend
a 6" water line 1,785 ft. to provide water service and fire protection for
the new high school and to extend an 8" sewer line from the end of the present
line, about 1,110 ft., to the new building area southeast of James Bowie
Elementary School. The City Manager stated that after making a survey, the
estimated cost for the installation of these extensions would be $9,770.00.
After a complete discussion by the Council, it was their unanimous decision
that it was not equitable that the City bear the expense of the installation
of these facilities as the School is a taxing agency, therefore, the request
was disapproved. The Mayor, however, authorized the City Manager to contact
Mr. Hutchison and state that the Council would be glad to discuss the matter
with the School Board.

The City Manager informed the Council that The Housing & Home Finance
Agency, Washington, 25, D. C., is offering for sale, on August 21st, the Jr.
Lien Bonds ($130,000.00) of the San Marcos Water and Sewer System, dated I
January 1, 1954. The City Manager stated that it appears unlikely that the
City will be able to buy in these bonds as there are insufficient funds in
the Sinking Fund to buy any sizeable quantity.

City Manager Fuller told the Council that he had been asked to serve
on an educational foundation to be established by the Episcopal Church and
while he felt this to be a very distinct honor, it would require that he be
absent for short periods of time from his job and stated that before accept-
ing, he would like to have the Councils' permission to be absent. Mayor
Allen stated that he felt it was a great honor and that Mr. Fuller should
accept the appointment as the time absent would be negligible. It was the
unanimous decision of the Council that this was agreeable with them and
expressed their deepest congratulations.

The City Manager presented the following items for the Councils'
information:

1. The Pennington Funeral Home had disinterred the remains
in two marked graves at the Library Lot and reinterred
the remains of J. L. Stobaugh in Lot 1, Block 24, Section
"B-2", A. M. Ramsey Addition to the San Marcos Cemetery,
and the remains of Elizabeth Ewel in Lot 2, same block
and addition.

I

2. The rent on the parking lot recently leased from F. J.
Zimmerman, at the rate of $35.00 per month, at the
present time there are thirteen (13) spaces being
rented for a monthly income of $42.00.

3. A joint training exercise would be put on by the Fire
and Police Departments and the Rescue Teams of San
Marcos. This is to be an extremely interesting exhi-
bition and the Council members and their families are
urged to attend. Exercise beginning at 7:45 P.M.,
Wednesday, August 20th at the baseball field, City
Park.
