<br />This type of recognition reflects credit upon the City, the Police Department
<br />and especially upon the Chief of Police. The Council acknowledged the honor
<br />bestowed on the city of San Marcos Police Department with great pride, and
<br />the Mayor stated that the Police Department should be complimented on behalf of
<br />the Council. The Council unanimously approved this action.

<br />City Manager Fuller informed the Council of The International City
<br />Managers' Association 44th Annual Conference to be held in Dallas, October 19-23
<br />of this year and stated that he would like to attend and requested permission
<br />so to do. Upon motion of Alderman Beecroft, seconded by Alderman Steakley,
<br />the City Managers' request to attend this convention was approved with all
<br />expenses, incident to this attendance, to be paid by the City, which upon roll I
<br />call received a unanimous vote.

<br />The City Manager stated that he felt that a follow-up program should
<br />be established regarding delinquent parking tickets, which received the unani-
<br />mous approval of the Council.
<br />
<br />At the special meeting of the Council on August 7th, the City Manager
<br />reported to, the Council that Mr. Joe Hutchison, Superintendent of Schools,
<br />speaking for the San Marcos School Board, had requested that the City extend
<br />a 6" water line 1,785 ft. to provide water service and fire protection for
<br />the new high school and to extend an 8" sewer line from the end of the present
<br />line, about 1,110 ft., to the new building area southeast of James Bowie
<br />Elementary School. The City Manager stated that after making a survey, the
<br />estimated cost for the installation of these extensions would be $9,770.00.
<br />After a complete discussion by the Council, it was their unanimous decision
<br />that it was not equitable that the City bear the expense of the installation
<br />of these facilities as the School is a taxing agency, therefore, the request
<br />was disapproved. The Mayor, however, authorized the City Manager to contact
<br />Mr. Hutchison and state that the Council would be glad to discuss the matter
<br />with the School Board.

<br />The City Manager informed the Council that The Housing & Home Finance
<br />Agency, Washington, 25, D. C., is offering for sale, on August 21st, the Jr.
<br />Lien Bonds ($130,000.00) of the San Marcos Water and Sewer System, dated I
<br />January 1, 1954. The City Manager stated that it appears unlikely that the
<br />City will be able to buy in these bonds as there are insufficient funds in
<br />the Sinking Fund to buy any sizeable quantity.

<br />City Manager Fuller told the Council that he had been asked to serve
<br />on an educational foundation to be established by the Episcopal Church and
<br />while he felt this to be a very distinct honor, it would require that he be
<br />absent for short periods of time from his job and stated that before accept-
<br />ing, he would like to have the Councils' permission to be absent. Mayor
<br />Allen stated that he felt it was a great honor and that Mr. Fuller should
<br />accept the appointment as the time absent would be negligible. It was the
<br />unanimous decision of the Council that this was agreeable with them and
<br />expressed their deepest congratulations.

<br />The City Manager presented the following items for the Councils'
<br />information:

<br />1. The Pennington Funeral Home had disinterred the remains
<br />in two marked graves at the Library Lot and reinterred
<br />the remains of J. L. Stobaugh in Lot 1, Block 24, Section
<br />"B-2", A. M. Ramsey Addition to the San Marcos Cemetery,
<br />and the remains of Elizabeth Ewel in Lot 2, same block
<br />and addition.

<br />2. The rent on the parking lot recently leased from F. J.
<br />Zimmerman, at the rate of $35.00 per month, at the
<br />present time there are thirteen (13) spaces being
<br />rented for a monthly income of $42.00.
<br />
<br />3. A joint training exercise would be put on by the Fire
<br />and Police Departments and the Rescue Teams of San
<br />Marcos. This is to be an extremely interesting exhi-
<br />bition and the Council members and their families are
<br />urged to attend. Exercise beginning at 7:45 P.M.,
<br />Wednesday, August 20th at the baseball field, City
<br />Park.
