<br />~ <br />, ,119 <br /> <br />The City Manager reported to the Council that a base had been con- <br />structed to hold a 6,000 gallon tank, and that a tank had been purchased <br />from Imperial Iron Works, San Antonio, ($606.00) to hold emulsified asphalt <br />for dust elimination on unpaved streets. <br /> <br />I <br /> <br />Two requests were presented to the Council, one from Mr. Good, <br />1023 Mead Street requesting that this street be either paved or oiled from <br />Mitchell to Johnson, and the second signed by 25 persons requestihg that <br />McGehee Street be paved as soon as possible from the Railroad tracks south <br />to the end of the street. The property owners did not wish to install <br />curbing, thus not meeting the citys' policy to get the street paved. It was <br />the suggestion of the City Manager that perhaps in both cases, the oiling of <br />these streets with emulsified asphalt would be a solution. This suggestion <br />was unanimously approved by the Council. <br /> <br />The City Manager reported that Mrs. Castleberry had contacted him re- <br />questing some form of traffic control be placed at the corner of E. Hutchison <br />and Union Streets. A review of the accident incident, three (3) in six (6) <br />years, failed to indicate the need for additional control until the traffic <br />volume increased. Council concurred and the matter was tabled. <br /> <br />City Manager FUller reported to the Council the need for an ordinance <br />creating a San Marcos Defense and Disaster Relief Committee and recommended <br />that such an ordinance be enacted. Alderman Hillburn introduced an ordinance <br />and moved its adoption. The ordinance is captioned: <br /> <br />I <br /> <br />"AN ORDINANCE CREATIN3 A MUNICIPAL DEFENSE AND DISASTER <br />RELIEF COMMITTEE AND PROVWI~ THE PCNIERS OF THAT <br />COMMITTEE, CREATIN3 THE OFFICE OF MUNTCIPAL DEFENSE <br />COORDINATOR AND PROVWIN3 THE DurIES AND RESPONSIBILITIES <br />OF THAT OFFICE, CREATHll AN OPERATIONAL ORGANIZATIONJ <br />GRANT IN3 NECESSARY PONERS TO COPE WITH EMERGENCIES <br />THREATENIN3 LIFE AND PROPERTY IN THE CITY OF SAN MARCOS; <br />AUTHORIZIN3 COOPERATIVE AND MUTUAL AID AGREEMENTS FOR <br />RELIEF WORK BETWEEN THIS AND OTHER CITIES OR ComITIES; <br />AND RElATED PURPOSES". <br /> <br />The ordinance was read in full and Alderman Steakley seconded the motion of <br />adoption. Upon roll call the Ayes and Nayes were: <br /> <br />AYES: Aldermen Beecroft <br />Hillburn <br />Korff <br />Steakley <br /> <br />NAYES: None <br /> <br />Whereupon the Mayor declared Ordinance approved establishing a San Marcos Defense <br />and Disaster Relief Committee. <br /> <br />I <br /> <br />City Manager Fuller stated that from information released by the <br />Highway CommiSSion, it would appear that the State Highway Department is about <br />one and one-half (l~) years in advance of their projected schedule of con- <br />struction of Interstate 35 through San Marcos. Acting through the informal <br />authority given by the Council, the City Manager had determined that the esti- <br />mated $42,000.00 is sufficient to provide a crossing over the San Marcos River <br />at the end of Hopkins Street, this estimate being based on present costs. <br />However, the City Manager stated that he had contacted a qualified contractor <br />and the Council should have a firm estimate within two to three weeks. Certain <br />aspects of this project may require time, therefore, the City Manager suggested <br />that, if the Council felt that this is a worth-while project, the Missouri- <br />Pacific should be contacted relative to a grade crossing. The Council unani- <br />mously approved this suggestion and the Mayor authorized the City Manager to <br />proceed with preliminary planning. <br /> <br />The City Manager informed the Council that The International Association <br />of Chiefs of Police had cited San Marcos for police traffic supervision for the <br />year 1957 and that the City would receive a Certificate of Achievement in recog- <br />nition of its work. He related that to receive this award, a city must score <br />between 80% and 85% of performance evaluation under standards adopted by the <br />IACP and that San Marcos had competed with 351 other cities of equal size. <br />
