<br />1m <br />'-2,6'6 <br /> <br />,..... <br /> <br />....... <br />-- <br />SJ <br />>,... <br />..,..~ <br /> <br />~, <br /> <br />Mayor Allen requested that candidates for the April election, Ruben <br />Ruiz, Fred B. Morgan, James Tuttle, and S. R. Beecroft draw for places on the <br />ballot in the forthcoming election. The City Attorney prepared the numbered <br />slips and the results of the drawing were as follows: <br /> <br />Mayor: <br /> <br />Fred B. Morgan--Place 1 <br />Calvin M. Allen--Place 2 <br /> <br />Aldermen: James Tuttle--Place 1 <br />Ruben Ruiz--Place 2 <br />S. R. Beecroft--Place 3 <br /> <br />I <br /> <br />City Manager Fuller gave a committee report from the negotiations with <br />Mr. Bingham for a right-of-way across his property for the proposed force main. <br />Mr. Bingham agreed to give the City this right-of-way for $600.00 and the <br />right of re-purchase of the river frontage if it is not used. This agreement <br />met with the approval of the Council. <br /> <br />Alderman Davis reported that he had conferred with Mr. A. E. Gary <br />advising Mr. Gary of the Council's adion at their regular meeting held on <br />February 10, 1959, with respect to the purchase of a right-of-way across his <br />land, but had received no reply from Mr. Gary. <br /> <br />The Council next considered a request from Battery "c" of the Texas <br />National Guard for a monthly contribution from the City to the National Guard <br />Unit Fund. After some discussion the Council agreed that they saw no reason <br />to make the requested contribution. <br /> <br />On April 12 and 13 the local Rotary Club will be host to the district <br />Rotary meeting in San Marcos. It was suggested that some kind of courtesy <br />parking might be extended to any vehicle hearing "Official Rotary Delegate" <br />sticker on the windshield. 'Alderman Hillburn suggested that all traffic tickets <br />received hy Rotary delegates be turned into the local Rotary club, who will in <br />turn present them to the proper City officials for action. This suggestion met <br />with the approval of the Council. <br /> <br />In the past the City has purchased all its chlorine on the open market. <br />City Manager Fuller requested that effective April I the City take bids on its <br />chlorine requirements for the coming year, thereby effecting a possible savings <br />to the City. This request met with the approval of the Council. <br /> <br />I <br /> <br />Mr. Edwards of the Williams Flower Shop had notified the City that he <br />can purchase pecan trees four to five feet tall for $2.00 each if purchased <br />in quantities of 100 or more. After some discussion of this matter, it was <br />the common consent of the Council to wait until late fall before considering <br />the purchase of any trees. <br /> <br />In order to keep up with the increased amount of mowing which will have <br />to be done during the spring and summer months, City Manager Fuller requested <br />that the City Council grant him permission to tak~ bids on a mower,tractor and <br />a Danco type rotary mower. After consideration of the high maintenance cost of <br />the old mower, it was the common consent of the Council to grant permission for <br />taking bids on a new tractor and mower as requested. <br /> <br />City Manager FUller requested that the Council set the dates for the <br />presentation and approval of the budget. After some discussion the Council <br />agreed upon the following: <br /> <br />Presentation date -- March 24 <br />Public hearing April 8 <br />,Final adoption -- April 14 <br /> <br />I <br /> <br />It was noted that the Council will have to hold an organizational <br />meeting after the city election on April 7 for the canvassing of the ballots. <br />The Council agreed that this meeting be held on April 8 at 2:00 P.M. <br /> <br />It was noted that House Bill #98 is due to go before the House of <br />Representatives for a vote on March 11, 1959. After discussion of the provisions <br />of the bill (Dungan Anti-Annexation Bill) the Council agreed to request <br />Representative Max Smith to use his influence to oppose the passage of this bill. <br />
