JIf

267

I

In late January, during construction of a water line on Springlake's
hill by the City, Mr. J. Will Campbell had advised the City that he believed
that he had sustained some damage to his residence as a result of the blasting
for the water line. Mr. Campbell has had an estimate made of the damage and
reported that it will cost $149.00 to refinish the cracks in the ceilings and
walls of his residence. Mr. Paul Rogers carries liability insurance on his
operation and the insurance company has indicated that they pay one half of the
cost of this claim. The City Attorney had been requested to pr~pare the release
and have it executed by Mr. Campbell. The City Council was requested to approve
payment of a sum not in excess of $74.50, representing the City's one half of
this claim, this payment to be made without accepting any liability for the
damage or in any way assuming any responsibility. The City Council agreed to
pay hIT. Campbell a sum not to exceed $74.50 as requested.

Mayor Allen had received a letter from Mr. Ed Bluestein, District
Engineer of the Texas Highway Department, advising the City Council of the
Highway Commission's action of February 20, 1959, regarding a city-state better-
ment project for a portion of Ranch to Market Road 12 within the city limits
of San Marcos. The improvements were estimated to cost $57,000.00, of which
the City would be expected to pay $11,000.00. Alderman Hi11burn introduced
a resolution that the City agree to the proposed improvements to Ranch to
Market Road 12 as outlined by the Texas Highway Commission Minute No. 45556
and moved its adoption. Alderman Korff seconded the motion. After a reading
of the resolution in full it was passed and approved by a unanimous vote of
the Counci 1.

I

The Chamber of Commerce had requested that the City of San Marcos
consider acquiring a public park and recreational area at the Canyon Reservoir.
A letter received from the Corps of Army Engineers addressed to Mr. Caesar
Damon, Manager of the Chamber of Commerce, on March 3, 1959, stating the manner
in which governmental agencies may lease public park recreational areas was
presented for the Council's consideration, as well as a map showing the location
of the six sites available for lease as recreational areas. It appeared to
the Council that Site No.1 would be best suited for development by the City of
San Marcos, both from the standpoint of economy and quick development. This
site includes areas on both the north and south ends of the main dam and an
area on the spillway downstream from the dam. It includes approximately 100
acres and can be reached re~y from roads which will be developed by others
and maintained by the State Highway Department or Coma1 County. Site No.4,
a 430 acre peninsula located directly north of the Crane Mill Crossing was
named as second choice. Mayor Allen suggested that the Council members, the
President of the Chamber of Commerce, and other interested parties meet with
the county officials to consider the Countyy's applying for Site No.1 or Site
No. 4 in their name in behalf of the City, since counties are given preference
over cities as to the choice of sites.

The Council had been requested to reconsider moving the fire plug in
front of the new location of the Bass Drug store. After som~ discussion the
Council agreed ~ could not comply with this request.

There being no further business, on motion made and seconded, the
Council adjourned to reconvene at 2:00 o'clock P.M. on Tuesday, March 24, 1959.

<-~~ . 9r~
..f/A'CJ .o~
Herman Korff, Alderman

(-, /-/1
\..//\(('.11'
c.
