25 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APRIL 27, 1981 PRESENT: Mayor Pro-Tem John J. Stokes Council Members Karl W. Brown Robert L. Cavazos * Berry R. James Tess Norris Ed Tarbutton City Manager City Secretary City Attorney Acting Director of Public Works A. C. Gonzalez Janis K. Womack Barbara Edwards George Boeker Also Present: Kay tIamilton, Mike Gossett, Students from Civics Class, Grace Hyatt, Bob Boyd, Manuel Gonzales, Joe Pacheco, Charles Swart, James Harrison, John Kreczmer, Jeff Watkins, Jerri Martin, Kenneth Sutton, Joe Garza, Jake Krauskopf, Shirley Wickersham, Ada Burke, Billy Moore, Terry Lighthouse, Jane Wilson and others. The Mayor Pro-Tem called the meeting to order at 7:30 p.m. Mr. Stokes introduced for consideration approval of the minutes of the Special Meeting held April 6, 1981. Mrs. Norris moved to approve the minutes and Mr. Brown seconded the motion, which passed unani- mously. Mr. Stokes introduced for consideration approval of the minutes of the Regular Meeting held April 13, 1981. Mrs. Norris moved to ap- prove the minutes and Mr. Brown seconded the motion, which passed unanimously. Mr. Stokes introduced for consideration approval of the minutes of the Special Meeting held April 20, 1981. Mr. Brown moved to approve the minutes and Mrs. Norris seconded the motion, which passed unani- mously. Mr. Stokes introduced for consideration approval of the bid of Denny's Fencing on a six-foot chain link fence to be built on the Crawford Water Tower site. Mr. Cavazos moved to approve the bid and Mrs. Nor- ris seconded the motion, which passed unanimously, based on the recom- mendation of George W. Boeker in Public Works. Mr. Stokes introduced for consideration an award of contract for en- gineering services for Dixon Addition of the San Marcos City Cemetery. Mr. Tarbutton moved to approve the award be made to Charles Swart, as recommended by Dinah Elwell, Staff Administrative Assistant, and Mrs. Norris seconded the motion, which passed unanimously. Mr. Stokes introduced for consideration policy regarding the Dixon Addition of the San Marcos City Cemetery. The three recommendations asked to be approved by Staff Administrative Assistant Dinah Elwell were that only flush to the ground monuments be allowed, curbs be prohibited and that citizens be prohibited from planting their own shrubs, seedlings or other vegetation. Mrs. Norris moved to approve the policy set out by Dinah Elwell and Mr. Cavazos seconded the motion, which passed unanimously. Mr. Stokes introduced for consideration an Ordinance ordering a Runoff Election on May 2, 1981 for Council Member Places 3 and 4, the caption which was read as follows, but which was read in its entirety: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~RCOS, TEXAS AMENDING THAT ORDINANCE ADOPTED APRIL 6, 1981, WHICH ORDERED A RUNOFF ELECTION TO BE HELD IN SAID CITY ON MAY 2, 1981, FOR THE OFFICES OF COUNCIL MEMBER PLACE 3 AND COUNCIL MEMBER PLACE 4 BY DESIGNATING PLACES OF HOLDING SUCH ELECTION AND NAMING THE OFFICERS THEREFORE AND DECLARING AN EMERGENCY. * Mr. James was not present until 8:10 p.m.
