After much discussion, <br />it was the opinion of the Council that recent court rulings indicated that <br />they could not be legally, excluded from the area. However, the City <br />Manager was directed to discourage uSe of the pool and area by negroes and <br />was given complete authority to close the area to the public at any time <br />he believed it to be in the City's best interest. <br /> <br />The City Manager reported on the City's financial condition. The <br />report showed that the income from taxes in the General Fund and service <br />charges in the Utility Fund was approximately $27,200.00 less than had been <br />expected for the fiscal year ending March 31, 1960. He indicated that it <br />would be necessary to continue the practice of temporary financing to <br />carry the City through the summer months. <br /> <br />Alderman Beecroft introduced an ordinance and moved its adoption. <br />The ordinance is entitledl <br /> <br />I <br /> <br />AN ORDINANCE PRO~IDING FOR BORROWING MONEY AND ISSUING OF <br />GENERAL FUND CURRENT EXPENSE WARRANTS TO THE AMOUNT OF <br />$20,000.00 FOR THE PURPCJ.:;E OF PAYING CURREl\'T OPERATING <br />EXPENSES DURING THE FISCAL YEAR 1960-61; PROVIDING FOR <br />THE PAYMENT OF THE PRINCIPAL AND INTEREST OF ::;AID WAR- <br />RANTS. <br /> <br />Alderman Hillburn seconded the motion.
