<br />- ~-, <br />.fi <br /> <br />The Council requested a cost estimate for the extension of <br />a 6" water line to serve the Wonder Cave area. Mr. Moston had notifi- <br />ed the City that during the summer months the water pressure was <br />inadequate for the needs of the Wonder Cave. <br /> <br />o <br />r:.f) <br />o <br />::: <br />Q" <br /> <br />The Council was requested to adopt a policy regarding <br />payment of taxes on property acquired by tax supported agencies <br />during the year. S\VTSC, for instance, had purchased eleven pieces <br />of property during the year 1960. They had pro~rated the taxes for <br />the months during the year the properties were owned by the State <br />and had not collected taxes, from the seller for those months. <br />The City Manager reported that it was his belief that this had <br />been acceptable policy by the City as it had been used for sometime, <br />but it was not correct as the owner of record on January 1st of <br />each year is responsible for the taxes for the entire year. Upon <br />motion of Alderman Korff, seconded by Alderman Davis, and carried <br />unaminously, the City will, in the future, collect the full amount <br />of the taxes for the year the sale is made. The tax supported <br />agencies are to be informed of the Council's action. <br /> <br />I <br /> <br />After discussion as to the advisability of the City <br />requesting the transfer of the Old Post Office site to the City as <br />a location for the library and a health unit was discussed. The <br />Mayor appointed Aldermen Beecroft and Tuttle to investigate the <br />amount of repairs needed to restore the building to a usable state <br />for City operation. <br /> <br />No action was taken on the City Manager's report of the <br />formation of a City-County-State health unit in San Marcos pending <br />a reply from the County as to their interest in the project. <br /> <br />The Council approved supervised training for department <br />heads and other qualified city personnel at an approximate cost of <br />$60 per course for instructional materials plus text books and <br />incidentals. The courses are tO,be taught by the City Manager. <br /> <br />The Mayor called on Mr. L. J. Eastwood to report on the <br />trailer caravan which is to use the City Park during the Thanks- <br />giving holidays and then later in January 1961. It was Mr. Eastwood's <br />recommendation that additional outlets be provided for sewer connec- <br />tions, water connections and electrical outlets. He indicated to <br />the Council that there would be at least two hundred trailers <br />visiting San Marcos during January. The Council authorized the City <br />Manager to provide the necessary connections. <br /> <br />I <br /> <br />No action was taken by the Council on a request from <br />Mr. E. C. Price that drainage on Fredericksburg Street be corrected. <br />This matter will be considered at a later date. <br /> <br />The Humble Oil Co. was awarded the contract for the City's <br />anti-freeze requirements for the winter season of 1960-61. (See bid <br />tabulation attached). <br /> <br />The City Manager reported on the damage to the bridge at <br />the end of Hutchison Street during the recent high water. The City <br />Manager recommended proceeding with the acquisition of the necessary <br />right-of-way to enable the City to construct the bridge over the <br />San Marcos River at the end of Hopkins Street. It Was the unaminous <br />decision of the City Council that the City Manager and City Attorney <br />proceed immediately with the acquisition of the right-of-way, clearance <br />with the MPRR regarding crossing the tracks and other aspects of the <br />project to enable construction to start as soon as possible. <br /> <br />I <br /> <br />Alderman Hillburn made a motion, seconded by Alderman <br />Korff, that the garbage ordinance be amended to permit using a <br />standard garbage container not to exceed 32 gallon capacity. The <br />motion carried. <br />
