<br />~ <br />::0 <br />~ <br />r-') <br />t:S:l <br /> <br />A request by the City Manager that the City file for matching <br />funds available for local Civil Defense work was approved and the Council <br />approved adoption of the State Merit System for employees paid under <br />funds obtained through these grants. <br /> <br />The City Manager reported on the advisability of the City <br />attempting to acquire the property now owned by the Fish and Wild Life <br />Service and which the City now has under lease. This property is <br />situated on the West bank of the San Marcos River and is between the <br />American Legion Property and Sewell Park, owned by the College. It is <br />the location of the Boy Scout building and is of extreme historical <br />value as it is the site of the famous "Sam Houston kissing oak". <br />Alderman Tuttle introduced a Resolution requesting that Congressman <br />Homer Thornberry introduce the necessary legislation in Congress to <br />have this property transferred to the City as a portion of its park <br />program. This resolution Was seconded by Alderman Hillburn and <br />carried unaminously. <br /> <br />I <br /> <br />The Mayor reported on the need for additional Federal funds <br />for the improvement to the Federal Fish Hatchery property. He stated <br />that funds are badly needed to repair the two houses on the property, <br />expand the pond facilities, provide necessary correction to drainage, <br />repair the office building and other items required for the efficient <br />and orderly operation and conduct of the hatchery. Alderman Tuttle <br />moved that the matter be refered to our Senator and Congressman with <br />a request for assistance in get~ing the needed funds appropriated. <br />Alderman Hillburn seconded the motion and added that interested <br />civic clubs be requested to assist. Upon roll call the motion <br />carried and Mayor Allen appointed the Jaycees as the co~dinating <br />agency to see that the necessary factual data was gathered to be <br />forwarded with the request. <br /> <br />The Council had indicated concern over a statement which <br />had appeared in the press regarding the collection of delinquent taxes <br />on motor vehicles. The City Manager reported that he had obtained a <br />copy of the Attorney General's opinion as to the legality of "a lien <br />upon specific personal property which has been assessed for city taxes. .. <br />It was explained that, although school districts could not force the <br />sale of personal property to satisfy a tax lien, this did not apply <br />to cities. <br /> <br />I <br /> <br />It was the unanimous decision of the Mayor and Council that a <br />Resolution of Appreciation be adopted for the loyal and exemplary <br />services which had been rendered the City by the late Alderman Wilbur <br />M. Davis.
