Allen, Mayor <br />Members of the City Council <br />San Marcos, Texas <br /> <br />Gentlemen: <br /> <br />In regard to the controversy existing between the local <br />funeral homes, we make the following recommendations: <br /> <br />, <br /> <br />1. Each of th& three funeral homes, McMichael~Weatherford, <br />Pennington and Los Angeles, should be treated as a separate unit. <br />While we understand Mrs. Allbright owns both Pennington and Los Angeles, <br />we are informed that the compensation of Mr. Jose Rodriguez, who manages <br />Los Angeles, is based in part on a percentage of the business done by <br />Los Angeles. In these circumstances, we believe it would be unfair to <br />Mr. Rodriguez to ignore his interests, even though Mrs. Allbright is <br />also interested in the gain, if any, and loss, if any, of Los Angeles. <br /> <br />2. The City Manager should be instructed <br />see that the police department promptly initiates a <br />insure fair and equal treatment of all three firms. <br />ment should adopt ~he following procedure: <br /> <br />by the Council to <br />program that will <br />The police depart- <br /> <br />When an ambulance is needed and city policemen have occasion <br />to assist in obtaining it, the city police must first ascertain from the <br />person or persons involved whether they have a preference as to which <br />firm is called, and then call the firm preferred. In the event the <br />persons involved have no preference, or are unable to express a pre- <br />ference, the three firms are to be called in rotation. The police <br />department must maintain accurate, up to date records of its activities <br />in this regard, in such form as will enable the council and City <br />Manager to ascertain that the foregoing procedure has been followed. <br />Whether the calls to the various firms are to be rotated each time a <br />call is made, or on a daily, weekly, monthly, or other basis, should <br />be left to the discretion of the police department. <br /> <br />I <br />
