In order to expedite matters he <br />recommended that the Council adopt a policy of having all matters <br />Councilmen would like brought up for discussion presented to the City <br />Manager so that he could include them on the Agenda. This would enable <br />the Council to give consideration to a matter prior to the meeting. <br /> <br />Alderman Younger moved that all automatic raises included in <br />the Budget presented for the Fiscal Year 1961-62 he re-instated. This <br />is not to include department head raises recommended by the City Manager. <br />Alderman Hillburn seconded this motion with the amendment that the raises <br />be retroactive to April 1, 1961.
