The motion was seconded by <br />Alderman Younger and carried unaminously. <br /> <br />I~ <br /> <br />The City Manager reported that he was going to place the <br />Fire Department on a work schedule of 24 hours on duty and 24 hours <br />off duty, with a 72 hour work week. It would require that the <br />sleeping quarters over the fire station be renovated. This changed <br />policy met with the unaminous approval of the Council. <br /> <br />At previous meetings the Council considered requesting <br />Congressman Thornberry to initiate a study of flood conditions on <br />McKie and Purgatory Creeks and the Blanco and San Marcos Rivers. <br />Alderman Sutton introduced a resolution requesting that this work <br />be accomplished. The Resolution was seconded by Alderman Hillburn <br />and carried unaminously. <br /> <br />The Mayor explained to the Council that almost every year <br />it became necessary to do temporary financing to continue the work <br />program. This was accomplished by issuing temporary warrants, paid <br />back during the current fiscal year, in anticipation of tax collections. <br />Alderman Sutton introduced an ordinance and moved its adoption, The <br />Ordinance, which was read in fUll, is captioned: <br /> <br />ANJRDINANCE PROVIDING FOR BORROWING MONEY AND <br />ISSUING OF GENERAL FUND CURRENT EXPENSE WARRANTS TO <br />THE AMOUNI OF $50,000.00 FOR THE PURPOSE OF PAYING <br />CURRENT OPERATING EXPENSES DURING THE FISCAL YEAR <br />1961-62; PROVIDING FOR THE PAYMENI OF THE PRINCIPAL <br />AND INTeREST OF SAID WARRANTS <br /> <br />Alderman Ruiz seconded the motion of adoption. Upon roll call the <br />ayes and nays were: <br /> <br />I <br /> <br />AYES: <br /> <br />Hillburn, Ruiz, Sutton, and Younger, Mayor Allen <br />abstaining <br />None <br />Allen declared the Ordinance Passed, Approved and <br /> <br />NAYS: <br />,Where upon Mayor <br />Adopted. <br /> <br />Mayor Allen read a petition from the Jackson Chapel <br />Methodist Church requesting that the City pave two blocks of <br />Herndon Street. This matter was referred to the City Manager <br />with a request that it be included in the paving program. It was <br />recommended that a letter be written explaining what was being done <br />and that, if possible, some type of temporary relief be given. <br /> <br />The City Manager reported that San Marcos had been chosen <br />as the meeting place for the Texas Field Archery Association annual <br />meet in 1962. It was estimated that some 1,500 participants would <br />be here for that event. <br /> <br />The Council approved accepting Mr. Mike Pappas' check in <br />the amount of $10.00 for rent on sign location at the airport. <br /> <br />I <br /> <br />Alderman Sutton hrought up for discussion the matter of <br />the City leasing the old High School football practice area and to <br />include this area into the Parks and Recreation Program. Alderman <br />Younger recommended that the matter be tabled for further study and <br />consideration at the next meeting of the Council. <br /> <br />Alderman Ruiz brought up two items for discussion. One was <br />the matter of the City sending its police officers to training schools. <br />The City Manager explained that the City has long followed the practice <br />of sending its police personnel to training schools. Secondly, Mr. <br />Ruiz wanted to know why the Council did not meet oftener than once a <br />month. <br />
