/t.P
I

~
::t:I
r--:
n
~

Alderman Sutton Made a motion that the City purchase five
additional folding tables and fifty additional folding chairs cost-
ing approximately $324.00, for use in the Recreational building at
the City Park. The motion was seconded by Alderman Hillburn and
carried unaminously. Mr. Sutton suggested that trailerites using
the park be given courtesy swimming priviledges. It was the de-
cision of the Council not to deviate from the policy of making a
charge for this facility.

I

The City Manager presented the bids received on antifreeze
requirements for the 1961-62 winter season. Only two bids were re-
ceived on antifreeze of which Humble Oil Company at $1.55 per gal-
lon lots was the cheaper. Upon motion of Alderman Sutton, seconded
by Alderman Korff, the bid of the Humble Oil Company was accepted.

The City Manager reported that there seemed to be consi-
derable interest being shown in 'fallout shelters' by residents of
San Marcos. It was his opinion that sertain of the shelters being
offered for sale as a package did not meet the minimum requirements
for adequate protection. Alderman Sutton introduced a motion and
recommended its approval, the Motion was seconded by Alderman
Hillburn that the City's Building Code be amended to require a
building permit for all shelters of any type designed to be used as
protection and that the plans be approved by the AEC or some desig-
nated approved agency of the Department of Defense as being adequate
for protection of the needs for protection. The motion carried and
the City Manager was instructed to draft such an ordinance.

Alderman Sutton made a motion which was seconded by Alder-
man Sutton that the City Manager appoint a committee to work with
him on the 1962 recreation program. The report of the Committee to
be presented to the Council for approval. The motion carried unami-
nously.

It was reported that one of the packer units of the Garbage
Department had been sent to San Antonio for repairs and the rest of
the equipment was in a bad state of repair. Alderman Hillburn made
a motion that the City advertize for bids on two new cab:.and chassis
and mount the reconditioned garbage unit on one of the other new
truck units. The motion was seconded by Alderman Korff and carried.

I

Alderman Ruiz asked that the City Manager look into the
retirement of Garbage Superintendent Roy Lane and that he be re-
tired as soon as eligible.

Mrs. Judy B. Tomlinson appeared before the Council and
requested payment of $327.50 for registering births and deaths from
February 1961 thru June 1962. At the time that the Vital Statistics
Bureau was changed from the Pennington Funeral Home (Mrs. Burneete
Tiller. Registrar) to the City Hall, it had been the duty of the
City secretary's office to act in the capacity of registrar and Mrs.
Tomlinson made claim on the City for additional compensation for
this work which was done in the City Secretary's office. The Council
had an opinion from the City Attorney which stated. in part, "it is
my opinion that the City of San Marcos is not liable for the payment
of such claim." Alderman Sutton made a motion that the recommenda-
tion of the City Attorney be taken and the claim be denied. This
motion was seconded by Alderman Younger and carried unanimously. I
Mrs. Tomlinson asked that her request be made a part of the minutes.
