<br />~ <br />14- <br /> <br />COUNCIL MEETII'KJ HELD ON FEBRUARY 13, 1962 <br /> <br />On the 13th day of February, 1962, at 2:00 o'clock in the after- <br />noon, the Governing Body of the City of San Marcos met in regular session <br />in the City Hall, Mayor C. M, Allen presiding. <br /> <br />I <br /> <br />Present I <br /> <br />Mayor <br />Alderman <br /> <br />C. M. Allen <br />B. D. Hi 11 burn <br />Herman Korff <br />,Reuben Ruiz <br />Kenneth Sutton <br />J. E, Younger, Jr. <br />B, .R. Fuller <br />George C, Reed <br /> <br />City Manager' <br />City Secretary <br /> <br />Guests: <br /> <br />Mrs. Jerry Veidt of KCNY, Tom Buckner of the RECORD, <br />Mrs, Ruth Manske of the B&PW Club, Dr. Wm Moore, <br />Ross Arnold, Tom Oliver, Carl C. Christman <br />Mrs, Elizabeth Kennard and Mr, Claude M, Pendley, <br /> <br />I <br /> <br />The meeting was called to order by the Mayor and the minutes of <br />the meeting of January 9th, 1962 were approved. <br /> <br />The Mayor reported to the Council onhis meet1ng with members from <br />the General Services Administration on, January 31st, At this meeting <br />representatives from GSA, Mr. Haden, Regional Director, and Mr, Montgomery, <br />Regional Counsel, had agreed to the City's plan for piping the water from <br />the sump pump at the Federal Building across Hutchison Street to a drain <br />under Guadalupe Street and then to install a new drain from the east edge of <br />Guadalupe Street along the south side of Hutchison Street to the west edge of <br />Austin Street where it could be placed in a storm drain which would carry the <br />water to the San Marcos River. The GSA agreed to the City Manager's estimated <br />price of $2,500.00 for all materials and labor, this to be furnished by the <br />City for that sum. <br /> <br />It was noted by the Council that an election would be held in April for the <br />election of three (3) aldermen. Alderman Hillburn introduced a Resolution and <br />Order Establishing Procedure for City Officer!' Election and moved its adoption. <br />The Resolution and Order was seconded by Alderman Korff and upon roll call the <br />Ayes and nays were as follows: <br /> <br />Ayes: <br /> <br />Allen, Hillburn, Korff, Ruiz, Sutton and Younger. <br /> <br />Nays: <br /> <br />None <br /> <br />Whereupon Mayor Allen declared the Resolution and Order Passed and Approved, <br /> <br />In accordance with the Order adopted by the City Council, the Mayor <br />entered an Order establishing places of holding the election and the election <br />officials. Alderman Ruiz requested that the Mayor consider Clyde Mendez for a <br />position in Precinct 11 and Augustin LUCio, Jr" for a position in Precinct 12, <br />A copy of the Mayor's Order is attached hereto and made a part hereof. <br /> <br />I <br /> <br />Alderman Younger introduced a Resolution directing the City Manager <br />to work with the Housing and Home Finance Agency in developing a Community <br />Development and Improvement Plan. Alderman Sutton seconded the motion of adoption <br />and upon roll call all members voted AYE, whereupon Mayor Allen declared the <br />Resolution Passed and Approved. <br /> <br />The City Manager made a verbal report on the activities of the San Marcos <br />Library which had been forwarded for the Council's consideration by officers of the <br />Library Club. <br /> <br />A list of suggested "key fines", recommended by the Corporation Court Recorder, <br />the City Attorney and the Chief of Police, were presented to the Council for <br />consideration, It was explained to the Council that these suggested fines were <br />for the convenience of persons who did not want to contest the charge and were <br /> <br />'14 <br />
