<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL MEETING HELD ON MARCH 13, 1962 <br /> <br />.. <br />11- <br /> <br />on the 13th day of March, 1962, at 2:00 o'clock in the after- <br />noon, the Governing Body of the City of San Marcos met in regular session <br />in the City Hall, Mayor C. M. Allen presiding. <br /> <br />Present: <br /> <br />C. M. Allen <br />B. D. Hillburn <br />Herman Korff <br />Reuben Ruiz <br />Kenneth Sutton <br />J. E. Younger, Jr. <br />B. R. Fuller <br />George C. Reed <br /> <br />Mayor <br />Alderman <br /> <br />City Manager <br />City Secretary <br /> <br />Guests: <br /> <br />Col. Hill, P. F. Thomas, Paul Rogers, <br />Kenneth Weatherford, Lee Swift, Mrs. Manske, <br />Bob Van Gundy, Francis Mauldin, Mr. Clark. <br /> <br />The meeting was called to order by the Mayor and the minutes <br />of the meeting of February 13th, 1962 were approved. <br /> <br />The Mayor asked if anyone had any business to discuss <br />Alderman Sutton reported that he questioned the report compiled on the <br />payments made by Paul Rogers for the water and sewer lines laid in the <br />Spring Lake Hill Addition. He said the figures were not correct since <br />they did not correspond with figures he had in hand that had obtained <br />earlier from M~.Judy Brackett and he considered her to be very <br />efficient and accurate. in her duties. He requested that an audit be <br />made of the situation, and suggested Mr. Bryan Baldridge for the job. <br />Alderman Hillburn asked Mr. Sutton if he would pay Baldridge for the <br />audit since he was the one who had questioned the figures presented. <br />Mr. Sutton said he would not. Mr. Rogers offered to have a certified <br />statement made by a C. P. A. as to the payments to the City that <br />are reflected in his office. <br /> <br />Mr. Fuller stated that he was the one who could demand the <br />audit as he had made the report for the Council and it was fhis report <br />that was being questioned, his honesty was being doubted, he was <br />being questioned. He asked that either a committee of three from the <br />Councilor the entire Council examine the records to verify the <br />figures. as presented. Alderman Younger agreed with City Manager Fuller's <br />request since he felt that there had been a stigma on the honesty of <br />City Manager Fuller and City Secretary Reed in the statement of Mr. Sutton. <br /> <br />Ruiz moved that the Council meet in the Special Session on <br />Wednesday morning March 14, 1962 to audit the receipts in question. <br />Alderman Younger seconded the motion and the motion was carried. <br /> <br />The City Manager reported on the following items: <br /> <br />1. The Wimberly Fire Department had sent a letter thanking <br />the San Marcos Fire Department for its assistance during' a recent fire <br />in Wimberly. <br /> <br />~. In accordance with a request from a councilman, the <br />City Attorney had written the Attorney General for an opinion regarding <br />the fenclng of certain property near Spring Lake. <br /> <br />3. The GSA had accepted the City's plan for storm drainage <br />to prevent the water from the Federal Building from flooding the streets <br />work to be done by the City and the GSA to reimburse the City $2,500 <br />to help defray the cost. <br /> <br />4. The Real Property Division of the GSA in Dallas had <br />received the City's application for the property surplus to the Federal <br />Fish Hatchery and had advised the City Manager that the City would pay <br />one-half the appraised cost of the land, or $2,000 as it had been appraised <br />at $4,000. Alderman Sutton introduced a Resolution which was seconded by <br />Alserman Ruiz approving the submission of the application by the City <br />Manager, the Resolution was approved by unaminous vote of the Council. <br />Alderman Sutton Moved that the City pay the $2,000., if required, and <br />authorized the City Manager to make an affidavit that the funds were <br />available. The motion was seconded by Alderman Ruiz and carried unaminously. <br /> <br />:i",.,: <br />
