I I I COUNCIL MEETING HELD ON MARCH 13, 1962 .. 11- on the 13th day of March, 1962, at 2:00 o'clock in the after- noon, the Governing Body of the City of San Marcos met in regular session in the City Hall, Mayor C. M. Allen presiding. Present: C. M. Allen B. D. Hillburn Herman Korff Reuben Ruiz Kenneth Sutton J. E. Younger, Jr. B. R. Fuller George C. Reed Mayor Alderman City Manager City Secretary Guests: Col. Hill, P. F. Thomas, Paul Rogers, Kenneth Weatherford, Lee Swift, Mrs. Manske, Bob Van Gundy, Francis Mauldin, Mr. Clark. The meeting was called to order by the Mayor and the minutes of the meeting of February 13th, 1962 were approved. The Mayor asked if anyone had any business to discuss Alderman Sutton reported that he questioned the report compiled on the payments made by Paul Rogers for the water and sewer lines laid in the Spring Lake Hill Addition. He said the figures were not correct since they did not correspond with figures he had in hand that had obtained earlier from M~.Judy Brackett and he considered her to be very efficient and accurate. in her duties. He requested that an audit be made of the situation, and suggested Mr. Bryan Baldridge for the job. Alderman Hillburn asked Mr. Sutton if he would pay Baldridge for the audit since he was the one who had questioned the figures presented. Mr. Sutton said he would not. Mr. Rogers offered to have a certified statement made by a C. P. A. as to the payments to the City that are reflected in his office. Mr. Fuller stated that he was the one who could demand the audit as he had made the report for the Council and it was fhis report that was being questioned, his honesty was being doubted, he was being questioned. He asked that either a committee of three from the Councilor the entire Council examine the records to verify the figures. as presented. Alderman Younger agreed with City Manager Fuller's request since he felt that there had been a stigma on the honesty of City Manager Fuller and City Secretary Reed in the statement of Mr. Sutton. Ruiz moved that the Council meet in the Special Session on Wednesday morning March 14, 1962 to audit the receipts in question. Alderman Younger seconded the motion and the motion was carried. The City Manager reported on the following items: 1. The Wimberly Fire Department had sent a letter thanking the San Marcos Fire Department for its assistance during' a recent fire in Wimberly. ~. In accordance with a request from a councilman, the City Attorney had written the Attorney General for an opinion regarding the fenclng of certain property near Spring Lake. 3. The GSA had accepted the City's plan for storm drainage to prevent the water from the Federal Building from flooding the streets work to be done by the City and the GSA to reimburse the City $2,500 to help defray the cost. 4. The Real Property Division of the GSA in Dallas had received the City's application for the property surplus to the Federal Fish Hatchery and had advised the City Manager that the City would pay one-half the appraised cost of the land, or $2,000 as it had been appraised at $4,000. Alderman Sutton introduced a Resolution which was seconded by Alserman Ruiz approving the submission of the application by the City Manager, the Resolution was approved by unaminous vote of the Council. Alderman Sutton Moved that the City pay the $2,000., if required, and authorized the City Manager to make an affidavit that the funds were available. The motion was seconded by Alderman Ruiz and carried unaminously. :i",.,:
