~o~i <br />Stakes moved that this legal opinion be incorporated into the <br />Minutes of the meeting. Alderman Ruiz seconded the motion and motion <br />carried, <br />Rlderma~ 5~vift introduced a Resolution changing the time of <br />the meeting of the City Council to 7;00 p.m. on the second Tuesday of <br />each month and moved its adoption. The motion was seconded by Alderman <br />Younger. Upon roll call the motion carried unaminously. A copy of the <br />resolution follows these minutes. <br />Alderman Ruiz discussed the problem of morale and dissehsion <br />in the Police and the Fire Departments. He made a motion that the City <br />Council hold a Board of Inquiry on the matter to hear from personel <br />of both Departments reguarding any problems. Alderman Stokes seconded <br />the motion. Alderman Swift asked that the motion be amended to state <br />that the Hearings would be held in Executive Session only and that <br />the City Manager and City Secretary be excluded from the Hearings; <br />and that the statements made during the Executive Session be made <br />under Oath. Both Alderman Ruiz, the originator of the motion, and <br />Alddrman Stokes who seconded the motion, agreed to the amended motion, <br />The motion carried. It was agreed that any information to the Press and <br />Radio would be given through the Council only. <br />Alderman Moore nominated Alderman Younger as Mayor Pro-Tem <br />Alderman Ruiz moved that nominations cease and that Mr. Younger be <br />nominated by acclamation. Alderman Swift seconded the motion and <br />motion carried. <br />Alderman Younger moved that Mr. Richard Pustejovsty be appointed <br />to serve a second term on the Board of Appeals under the City Building <br />Code. Alderman Moore seconded motion. Motion carried. <br />Payment of the Election Officials and to Mrs. Sutton for' <br />a Polling Place was approved by the Council. <br />Letter from the State Fair of Texas Committee was read to <br />the Council. It was approved and referred to the Chamber of Commerce <br />for action. <br />Alderman Younger moved that the bid of John L. Surber Co. for <br />audit of the City fora price of $850.00 be accepted. Alderman Swift <br />seconded the motion. Motion carried. <br />Alderman Swift moved that the matter of a City-County Health <br />Advisory Board be referred to Dr, Elliott, President of the Hays County <br />Medical Association. Alderman Younger seconded and the motion carried <br />unaminously. <br />Alderman Younger introduced an amendment to an Ordinance , <br />regulating resturants and other food establishments and moved its <br />adoption. The ordinance was read in full~and the motion of Adoption <br />was seconded by Alderman Ruiz. Upon roll call the ayes and nays were <br />as follows: <br />Ayes: Moore, Ruiz, Stokes, Swift and Younger <br />Nays; None <br />~~~~ <br />'Nhereupon Mayor Allen declared the amendment duly adopted and in <br />effect upon its date of publication. <br />Alderman Younger introduced an ordinance appointing certain <br />city officials, fixing their duties, compensation and term of office, <br />and moved its adoption.
