BE IT ORDAINED by the' Governing Body of. the City of San Marcos, that: Section 1. LICENSE FEE. There is hereby fixed and assessed as a police regulation for the protection of the public health a license fee of ONE DOLLAR ($l.OO)"per annum against the owner or keeper of each and every dog kept in the City of San Marcos. The license shall run from August first of each year to July thirty-first of the succeeding year, and any part of such year be deemed, and considered the entire year". " Section 2. VACCINATI6N AGAINST RABIES. It shall be the duty of the owner or keeper"of each and every dog, kept in"the City of San Marcos to'have such dog vaccinated a~ainst rabies bya ptacticing veterinariat) at least once'''each year! provide9, however, that such dog mu:;t have been vac- "cinated within one month of tile date the owner or keeper1-i; application for the license as herein required.:> ' t Section 3, LICEN~E TAG. It shall be t~e duty'~f the City Tax Assessor-Collector to provide sui~abl~ metal tags for said dogs, which tags 'shall evidence the payment of the license fee and the registration of said dog. Each person owning or keeping a dog within the limits of the City of San M~rcos shall apply to the City Tax Ass~ssor-collectQr'for a tag, and upon payment'of said license fee and presentation of a tertificate by a practicing veterinarian showing that said dog ,has within one month of the date' of application for license beee vaccinated against rabies, the Tax Assessor~Collectorshall supply"to each applicant a tag suitable to be fastened upon a collar around the'dog's neck, and shall keep in a book kept for such purpose, register the number of said tag, the name and ad- dress of the owner or keeper of the dog, and a description of said dog, and no license shall be issued unless the application ~s accompanied by such veterinarian's certificate. It shall he the duty of\the owner or keeper of each dog to apply to said officer for such license, pay the fee " forisame, and obtain a tag therefor, "and to have and to keep said tag at all times during the year securely fastened around the neck of said dog, and the failure of the owner in this respect shall have the same effect as if no license had ,been paid u~on said dog. Section 4. LOST 'TAGS. It shall he the duty of ,the owner or keeper of any dog to procure a duplicate tag from the City Tax Assessor- Collector in the event that the original tag is lost or distroyed and the Tax Assessor-Collector shall issue a duplicate tag upon application of any person who has complied with the provisions of this ordinance and upon payment 0"fT fFfty cents (5bO to cover the cost of issuing the, 'dup- licate tag." , ' Section 5. UNLAWFUL TO KEEP. It shall' be unlawful for any person to keep any dog in the limits of the City of San Marcos for which the license herein provided has not been procured from the Tax Assessor- collec~or, and which'" has not beten, vaccfnated for rabies and' upon ,,!'Ihich the tag herein above provided ror is not at all times fastened around the neck of sUch dog. Section 6. -POUND MASTER. The City M'anager shall appoint a special officer to be known and describ,ed as the Pound Master and fix a salary" thereror," subject to,the approval of the Governing Body, and the City Manager may appoint or provide for an assistant or assistants to the Pound Master.
